It is noted from the Statistics Jersey labour market report that at December 2021 there were 8,790 employees in the public sector. It is also noted that there are numerous vacancies on gov.je.

Please can I request the job title of every public sector employee included in the Statistics Jersey numbers (8,790) together with a list of all current vacancies by job title. 

B

Please can I also have a note as to which department each public sector employee works in. So in short - job title and name of department for each public sector employee and vacancy

Not all public sector employees included in the figure provided fall within the scope of the Freedom of Information (Jersey) Law 2011.  The December 2021 Labour Market Report data referred to comes from a variety of sources. In order to answer the part of the request that would apply solely to Government of Jersey employees, the data would need to be extracted from various sources and manipulated. In addition, the data provided did not include the job titles or departments of employees. Article 3 of the Freedom of Information (Jersey) Law 2011 therefore applies.

A list of current vacancies being advertised, listed by job title, is available on the Jobs in Jersey website, under the heading; 'States of Jersey (Public Sector)'.

As the information requested is accessible by other means, Article 23 of the Freedom of Information (Jersey) Law 2011 applies.  

Please note, in some cases, a single advert may be for more than one vacancy. The website provides information on all positions that are currently advertised as vacant. This does not however represent the number of actual vacancies there are within Government. 

It is not possible to provide a picture of current vacancy levels or the requested breakdown of vacancies at the present time. To provide an accurate answer to this request would require manipulation of data. The Freedom of Information (Jersey) Law 2011 does not require a Scheduled Public Authority to manipulate data to provide a response. Therefore, this information is not held.  Article 3 of the Freedom of Information (Jersey) Law 2011 applies. The Integrated Technology Solution (ITS) Programme currently being rolled out will provide the Government of Jersey with better quality of data relating to staffing

Article 3 - Meaning of "information held by a public authority"

For the purposes of this Law, information is held by a public authority if –

(a) it is held by the authority, otherwise than on behalf of another person; or

(b) it is held by another person on behalf of the authority.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
