I would like to establish the total cost of the works carried out in St Aubin over the past 18 months to two years including, but not limited to, all internal and external costs, states labour and contracted in labour costs, materials, architects charges and fees, planning department charges and fees. Please present this information in detail comparing items with the original budget (£950,000 but was this the first publicly announced figure?) and the subsequent several revisions.

Response

Three projects were undertaken by TTS in the St Aubin Village area during the period in question. The three projects are the St Aubin Village Centre Public Realm Improvements, St Aubin Parish Hall Car Park Improvements, and La Neuve Route Road Re-surfacing.

The £950K amount referred to in the question appears to be the States of Jersey funding allocation for Village Centre Improvements in the Medium Term Financial Plan for 2013 and 2014. The funding for the St Aubin public realm project was subsequently supplemented by economic fiscal stimulus funding in February 2014. The additional funding allowed the scope of works established for the project during the Public consultation phase of the scheme in conjunction with the Parish Board, to be fully implemented. 

The break down between the various cost allocations are laid out in table 2. A direct comparison between budgeted allocations of cost and allocations of cost in the States accounting data base is not possible.
