I read with interest the recently published report: Jersey Funding Formula for Schools: Rationale and Calculations 2022 found in the following link:

Point 1.2 Support staff mentions various grades of pay such as CSER0603, CSER0703 & CSER0903, the latter has a reference (18) which at the bottom of the page refers to Civil Service Pay Grades:

However, I couldn't find any details for any pay grade code with letters "CSER".

A

I would like to request the full information regarding pay scale 2019 - 2022 for codes CSER0603, CSER0703 & CSER0903. By full information I mean annual pay, hourly rate, any additional benefits, extra time pay rate, weeks paid per calendar year.

I would like to request a breakdown of number of Finance Support currently employed at secondary schools and their current pay grade to include Pay Grade Code, annual salary, hours contracted per week, weeks contracted per year and hourly rate.

C

I would like to request a breakdown of number of Administrative Support currently employed at secondary schools and their current pay grade to include Pay Grade Code, annual salary, hours contracted per week, weeks contracted per year and hourly rate.

D

I would like to request a breakdown of number of Technicians (please specify per subject: such as Art, Food, DT & Music) currently employed at secondary schools and their current pay grade to include Pay Grade Code, annual salary, hours contracted per week, weeks contracted per year and hourly rate.

I would like to request a breakdown of number of ICT Staff (please specify per subject: such as Art, Food, DT & Music) currently employed at secondary schools and their current pay grade to include Pay Grade Code, annual salary, hours contracted per week, weeks contracted per year and hourly rate.

Where numbers are fewer than five, disclosure control has been applied to avoid identification of individuals. Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.

Please note that the tables provided display the requested information in a format that ensures privacy of employees is maintained.

A

The code CSER (CSER in this context stands for Civil SERvant) represents all Civil Servants within the funding formula and is the same as the pay scales code CS.  For example, CSER0603 corresponds to pay grade CS6.3. Article 23 (of the Freedom of Information (Jersey) Law 2011 has been applied as annual pay and hourly rate information is available on www.gov.je in the following link:

There are no additional benefits for these roles. Extra time pay rates are not applicable. If a Civil Servant is part time, they will receive the prorated amount evenly throughout the year.

It is not possible to provide a further breakdown per subject as the information requested is not held in that format.  To extract the information requested would require a manual search of each employee record and it is estimated that this would exceed the time limit of 12.5 hours, therefore Article 16(1) of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations. 

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2005.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2005; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3)      In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
