Please note:

  • Leavers data is not available for years prior to 2019 without further manipulation. A Scheduled Public Authority is not required to manipulate and create new data sets, therefore article 3 of the Freedom of Information (Jersey) Law 2011 applies.
  • For all of the data provided in this response the “Teaching Workforce” has included all staff within the Education department who belong to the “Teachers” pay group. This will include standard teachers as well as teaching assistants, Heads/Deputy Heads from all schools on the island, that the Government holds data for as well as lecturers at Highlands College.
  • Where numbers are fewer than five, disclosure controls have been applied to protect the privacy of the individuals. Numbers fewer than five are represented as “<5” and Article 25 of the Freedom of Information (Jersey) Law 2011 has been applied.
  • Zero hour staff will be excluded from the above figures.

Please see tables 1 to 4 attached which provide a breakdown by gender and pay scale of the highest group of leavers in each year available. Information on any additional allowances paid to individuals is not held centrally and would require further manipulation of data to provide it as part of the response. Article 3 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Please see tables  5 to 8 which provide a breakdown by gender and pay scale the second highest group of leavers in each year available (those groups highlighted in amber in the above table). Information on any additional allowances paid to individuals is not held centrally and would require further manipulation of data to provide it as part of the response. Article 3 of the Freedom of Information (Jersey) Law 2011 has therefore been applied.

Articles applied

Article 3 - Meaning of “information held by a public authority”

For the purposes of this Law, information is held by a public authority if –

(a)     it is held by the authority, otherwise than on behalf of another person; or

(b)     it is held by another person on behalf of the authority.

Article 25 - Personal information

(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.

(2) Information is absolutely exempt information if –

(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and

(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.

3)      In determining for the purposes of this Article whether the lawfulness principle in Article 8(1)(a) of the Data Protection (Jersey) Law 2018 would be contravened by the disclosure of information, paragraph 5(1) of Schedule 2 to that Law (legitimate interests) is to be read as if sub-paragraph (b) (which disapplies the provision where the controller is a public authority) were omitted.
