Request
A
How many primary and secondary school teachers are currently working in Jersey, in state schools, that are employed on a temporary or contract basis via a UK agency and, are being provided with free or subsidised accommodation as part of their role?
B
What is the average per annum equivalent cost of such individuals described in A above, considering their gross salary, fees paid to the UK agencies, relocation and ongoing travel costs, accommodation costs, and any other allowances not otherwise afforded to Jersey-domiciled teachers employed directly?
Response
A
There are currently eight agency employed teachers on a temporary or contract basis via a UK agency working in Government of Jersey schools with accommodation included in their employment package. All are employed in secondary schools.
B
If an agency provided UK supply teacher is employed for the full 187 days of a school year the agency charge is between £58,695 and £61,710 for 187 days. This fee is paid by the school. The agency then takes their percentage (confidential to the agency) and pay the teacher in England who then pays tax and National Insurance on that total. The cost of accommodation for a full year is £22,200 and is paid centrally from the Children, Young People, Education and Skills budget. If a teacher works for a full academic year the total cost is on average £60,202 + £22,200 = £82,402.
The agency employed teachers are able to access one return flight, booked by the central team, from the UK per term (their arrival and departure flight at the start and end of term).
There is no re-location allocation as the agency provided teachers are not moving to Jersey or employed as Government of Jersey teachers. Agency staff are employed and pay tax etc., in England. The are not domiciled in Jersey.
