Please provide copies of any briefing papers, memoranda, notes, emails or similar prepared by or with input from, Locate Jersey or the Population Office in the period 1 January 2018 to 30 June 2018 (inclusive) and containing the word Russia and Russian.
Response
Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied to individual customers records and to emails as to review and extract those which met the date range and scope criteria requested has been estimated would exceed the cost limit provision of 12.5 hours.
Five records have been located in general business folders which met the date range and scope criteria requested.
Article 25 of the Freedom of Information (Jersey) Law 2011 (the “Law”) has been applied to one record which contains personal data in relation to identifiable individuals. The content of this document has been reviewed and it has been concluded that it not possible to release extracts of the content without rendering it nonsensical.
Please find attached the other pertinent documents. Some redactions have been applied in accordance with Articles 25 of the Freedom of Information (Jersey) Law 2011. Where numbers are fewer than five disclosure control has been applied.
Attachment 1 has been redacted to ensure that any information which lies within the scope of the request is provided. The remainder has been redacted as it is not within scope of the request, and this document was in draft form and not subsequently implemented.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Article 25 - Personal information
(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
