Under Jersey's Historic Abuse Redress Scheme, victims have to prove that they were abused while in Jersey's full-time residential care at any time between 9 May 1945, the day Jersey was liberated from its Nazi occupation, and 31 December 1994.

Please advise how many claims have been received under the scheme and how much money total has been paid out to victims?

There have been two separate Historical Abuse Redress Schemes delivered by the Government of Jersey. 

Scheme 1

Launched in March 2012 to provide financial redress for people who suffered unlawful physical or sexual abuse in Government of Jersey residential care 1945 to 1994. 

132 applicants submitted claims to the scheme, with three withdrawing their claims and four claims being rejected in their entirety. The total monies paid to claimants under that scheme was £2.28 million as a redress payment and / or to provide for the costs of therapy support. 

Scheme 2

Launched in July 2019. Information relating to the number of claims received and monies paid are set out in the Scheme’s closing report which is available on www.gov.je. A summary of the number of applications received and total claims settled is set out in paragraph 8 of that report, which can be accessed via the link below. Article 23 of the Freedom of Information (Jersey) Law 2011 has been applied to this information.

Article 23 - Information accessible to applicant by other means

(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.

(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.​
