Given access to core information held within the Primary Care record of patients is available (via a portal called EMIS) please confirm the number of attempts (successful or otherwise) to unlawfully access patient records via hospital clinicians. 

Please also advise the process to which patients can request to see the names and roles of individuals who have accessed patient records in addition to the date and reason why the record was accessed.

Response

The Summary Care Record provides a limited view of patient data, notably medications and allergies. This data is recorded in primary care systems and access is afforded to hospital clinicians when directly responsible for the care of that patient. The information they access in EMIS Summary Care Record enables better decision-making and safe care. 

No attempts to unlawfully access patient records, as held within the EMIS Summary Care Record, have been recorded.

Requests for audits of record access can be made by emailing:

As per the process for a Subject Access Request [the right of access afforded under Data Protection (Jersey) Law 2018], applicants will be able to access audit records relating to their own healthcare record, and will be asked to verify their identity.​
