How much money has been spent on setting up the Jersey Cannabis Authority over the last five years and how has this money been spent? I would like a detailed breakdown please.
Response
A: The Jersey Cannabis Advisory Board is a self-created industry-led group and is not funded by Government.
B: Only partial information can be provided for the Jersey Cannabis Agency.
Initial policy development work to set up the Jersey Cannabis Agency was carried out by Officers in Government. Due to the nature of the work it was carried out across multiple Departments, utilising a small percentage of officers time from their normal duties. It is therefore not possible to quantify the money spent in these early stages.
The implementation of regulation through awarding licenses is carried out as a percentage of the Chief Pharmacists role, which is also difficult to quantify.
During 2024 the Economy Department supported the Chief Pharmacist with funding for establishing the regulatory licensing processes. By the end of 2024 this resource is forecast to utilise around 80% of the intended £100,000 budget.
