Please can you confirm the following information:

Q1. How much did the Government of Jersey spend on the island's new inpatient mental health centre Clinique Pinel up to Wednesday 26 June 2024. (This includes building, refurbishment and opening). 

Q2. Since it started transferring passengers on Thursday 27 June 2024, what building work has been completed at Clinique Pinel? IE, what work has been completed to either replace, correct or remove faulty building work such as windows, doors or walls. 

Q3. How much has been spent on completing the work asked about in Q2.

The Government of Jersey has not recorded the cost for Clinique Pinel as at 26 June 2024, therefore, this information is not held, and Article 3 of the Freedom of Information (Jersey) Law applies.

It should be noted that the cost for the unit has not yet been finalised, however, a Practical Completion certificate was issued on 13 September 2023 allowing occupation to residential areas. A valuation certificate 44 was issued on the 04 June 2024 for the sum of £8,687,156.68.

Post-contract works include:

Supply and installation of specialist furniture, fittings and fixtures for an acute adult mental health hospital.

Replacement of internal doors (including fitting, specialist ironmongery and BWIC (‘builder’s work in connection’)), which was not included under the main contract.

Installation of a new security grade Reception screen.

Replacement of existing glazed external door for fixed window.

The Contractual 12 Month Defects Liability period has yet to be concluded. As such, it is not possible to report finalised costs until the period has closed.
