Please provide a table showing for each quarter since the beginning of 2022
a) The number of new electric vehicle registrations.
b) The number of total new vehicle registrations.
c) The number of electric vehicles as a percentage of the total number of vehicles at the end of the quarter.
Please do not reply by saying that the data are available on Open Data. The datasets are not usable without specialist knowledge.

The Government of Jersey have committed to publish vehicle registration details quarterly on open data, therefore the information requested is exempt under Article 23 (Accessible by other means) of the Freedom of Information (Jersey) Law 2011.

Information up to 31 December 2024 can currently be accessed using the following link.

Once downloaded, the whole spreadsheet can be filtered to allow the extraction of the specific information required eg cars registered for a specific period by fuel type.

The Government of Jersey does not maintain a list regarding the requested percentages and the Freedom of Information (Jersey) Law 2011 does not require a Scheduled Public Authority to manipulate data in order to provide a response. Therefore, Article 10 of the Freedom of Information (Jersey) Law 2011 applies.
However, you will be able to calculate the percentages using the open data information referenced above.

Article 10 - Obligation of scheduled public authority to confirm or deny holding Information
(1) Subject to paragraph (2), if –
(a) a person makes a request for information to a scheduled public authority; and
(b) the authority does not hold the information, it must inform the applicant accordingly.
Article 23 - Information accessible to applicant by other means
(1) Information is absolutely exempt information if it is reasonably available to the applicant, otherwise than under this Law, whether or not free of charge.
(2) A scheduled public authority that refuses an application for information on this ground must make reasonable efforts to inform the applicant where the applicant may obtain the information.
