I would like to request all email and WhatsApp corresspondence between the Economic Development Minister Kirsten Morel and senior members of his team and the Jersey Opera House Ltd team, including interim theatre director Andy Eagle, over the last 24 months.

Please note that Ministerial Business is not conducted via WhatsApp, any WhatsApp correspondence is therefore excluded from scope of the request.
Searches we run on the email accounts of Deputy Kirsten Morel and Richard Corrigan using the search words ‘Jersey Opera House’ and all emails in scope are attached.

Some redactions have been made in accordance with Article 25 of the Freedom of Information (Jersey) Law 2011.
Further searches were conducted on the email accounts of additional two senior staff from the department of the Economy, however these searches resulted in a total of 5,639 pages and comprising of 1,445 emails. Due to the resulting number of emails from these searches, it was concluded that to retrieve and extract the relevant information from this correspondence would take in excess of the 12.5 hours prescribed in the Freedom of Information regulations, and therefore Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article 16 - A scheduled public authority may refuse to supply information if cost excessive
(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations.
Article 25 - Personal information
(1) Information is absolutely exempt information if it constitutes personal data of which the applicant is the data subject as defined in the Data Protection (Jersey) Law 2018.
(2) Information is absolutely exempt information if –
(a) it constitutes personal data of which the applicant is not the data subject as defined in the Data Protection (Jersey) Law 2018; and
(b) its supply to a member of the public would contravene any of the data protection principles, as defined in that Law.
