Question 1

How many individual new appointments were made within the health department/health services during 2024? For clarity a new appointment should cover new posts and filling a vacancy by whatever means to fill a leaver post.

Response

Health and Care Jersey (formerly Health and Community Services) recruited into 570 vacant posts in 2024 on either a permanent or fixed-term basis, from both internal and external candidates, excluding medical staffing.

ā€‹Health and Care Jersey recruited into 31 vacant medical staffing posts on either a permanent or fixed-term basis in 2024, from both internal and external candidates. This figure does not include the 23 Resident doctors that were recruited into training posts, as these are provided by the Deanery, and it is expected that Health would need to appoint them every year.

The figures do not include the number of Bank or Agency workers used to cover vacant posts, as it is not possible to distinguish engagements to cover vacancies from those to cover sickness and other short term needs without considerable manual interrogation of the records available. The resource required to perform such manual analysis exceeds that prescribed in the Freedom of Information (Costs) (Jersey) Regulations 2014. Therefore, Article 16 of the Freedom of Information (Jersey) Law 2011 has been applied.

Article applied

Article 16 - A scheduled public authority may refuse to supply information if cost excessive

(1) A scheduled public authority that has been requested to supply information may refuse to supply the information if it estimates that the cost of doing so would exceed an amount determined in the manner prescribed by Regulations. ā€‹
