Are guest houses, hotels and other types of guest accommodation required to be registered with the States as a business before they can operate or continue to operate in Jersey?
If yes is this done by laws or regulations or codes or combinations?

Are they required to account for the amounts of beds they have for rental or availability or by room or both?

Yes, the Control of Housing and Work (Jersey) Law 2012 requires all undertakings operating in Jersey to have an appropriate business licence.
In addition, there is a requirement for qualifying visitor accommodation to be registered under the Tourism (Jersey) Law 1948 and be in compliance with the Tourism (General Provisions) (Jersey) Order 1990.

Registration under the Tourism (Jersey) Law 1948 requires a declaration of the number rooms and beds that will be made available in each premises.
