Passport Fees Increase.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Passport fees increase from 3 September 2009.

Decision(s): The Minister approved the increase in passport fees from 03 September 2009 to £77.50 for an adult passport, £49 for a child passport, and an additional £38.50 for Express Service.

Reason(s) for Decision: In 2007 the Minister for Treasury and Resources approved the use of a formula for passport fees to be increased in line with those in the UK; and the Minister for Home Affairs supported the continued use of this formula.

Resource Implications: No manpower resources.  Increased income to be used to offset cost of service provision.

Action required: Assistant Director, Immigration & Nationality, Customs & Immigration Service, to publish new fees in media by 31 July 2009.

Report on Passport Fees Increase from 3 September 2009  
 

  1. Background

 

In 2007 the Minister for Treasury and Resources, in exercise of his powers under paragraph 5.12 of Financial Direction 4.1, approved the adoption of a formula for all future passport fee increases in Jersey.  It was agreed that passport fees may be set at the same level as those in the United Kingdom without the need for further approval. 

  1. New Passport Fees

 

On 7 July 2009 the United Kingdom Identity and Passport Service (IPS) and Foreign and Commonwealth Office (FCO) announced the intention to increase the price of an adult passport from £72 to £77.50 in the first increase since 2007.  The cost of a child passport will rise by £3 from £46 to £49.   

3. Express Service Fee 

The UK fee for ‘Fast Track’ (1 week) and ‘Premium’ (same day) services is also set to increase by £15.50.   

The Jersey Customs and Immigration Service has not in recent years followed the UK increases for these additional services, and has instead offered an ‘Express Service’ for the processing of passport applications for people who have been asked to travel at short notice or who have forgotten to renew their expired passport until shortly before they are due to travel.   

The Express Service fee, currently £35, has not been increased since 2005 and it is therefore proposed to implement an increase to £38.50 with effect from 3 September 2009.  Costs continue to rise and the modest increase (10% over 4 years) is deemed to be reasonable for the work and resources required to offer the service.  The increase is compliant with Financial Direction 4.1 ‘Increases in States Fees and Charges’ which limits increases to 2.5% per annum. 

Approval of the Minister for Treasury and Resources will therefore not be required. 

4. Recommendation 

That the Minister for Home Affairs approves the fee increases for passport services from 3 September 2009 as follows: 

Adult passport  £77.50

Child passport  £49.00

Express fee  £38.50
