AMENDMENT OF MOTOR VEHICLES (DRIVING LICENCES) (JERSEY) ORDER 2003
Purpose of the Report
To seek the Minister’s agreement to instruct the Principal Legislative Drafter to draft Order amendments to the Motor Vehicles (Driving Licences) (Jersey) Order 2003 – to allow for an alternative layout where an ‘L’ or ‘P’ is displayed as an integral part of a motorcycle or moped registration plate.
Background
There is a requirement for an ‘L’ to be displayed as part of the registration plate of a motorcycle or moped which is being driven by a person holding a provisional licence.
This requirement also extends to licence holders required to display a ‘P’ on a heavy motorcycle or light motorcycle whilst being driven by a person who has held a full licence, for that category of vehicle, for a period of less than 12 months.
The prescribed dimensions and layout are set out in Schedule 11 and Schedule 12 of the Motor Vehicles (Driving Licences) (Jersey) Order 2003.
For certain registration marks, particularly in the higher range, registration plate manufacturers and motorcycle dealers cannot produce plates from readily available stock within the current prescribed character dimensions in addition to the ‘L’ or ‘P’.
Discussion
As only certain registration marks are affected and only those required to display the additional ‘L’ or ‘P’ on the registration plate, there is no need to change the existing dimensions but instead introduce an alternative layout.
DVS have been in discussion with motorcycle dealers and registration plate manufacturers and believe it is possible to introduce an alternative plate layout.
In order to introduce this alternative layout an amendment to the Motor Vehicles (Driving Licences) (Jersey) Order 2003 is required.
Recommendation
The Minister is recommended to agree for changes to be made to Motor Vehicles (Driving Licences) (Jersey) Order 2003, to allow for an alternative layout of the ‘L’ or ‘P’ displayed on a motorcycle or moped registration plate.
Reason(s) for Decision
To provide an alternative layout for motorcycle and moped registration plates where the ‘L’ or ‘P’ cannot be incorporated within the current prescribed dimensions.
Action Required
Inspector of Motor Traffic to instruct the Principal Legislative Drafter to make the necessary amendments to the Motor Vehicles (Driving Licences) (Jersey) Order 2003.
