AMENDMENT TO ROAD TRAFFIC (ST HELIER) (JERSEY) ORDER 1996
Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996.
Background
The Connétable of St Helier has requested an existing unloading bay in Roussel Street be removed and replaced with two new 3 hour paying parking bays that can only be used by electric vehicles whilst charging using new charging points that will be installed during the daytime and which will revert to residents parking overnight.
The Connétable has also requested the two bays in Halkett Place scheduled for use by car club vehicles be removed and replaced with unloading bays following the existing car club having indicated these are no longer required. This change has already been made by Article 68 notice and requires formal scheduling. The two bays in The Parade (Eastern Arm) which are currently scheduled for use by car club vehicles have also been surrendered by the current operator and the Connétable has requested these be replaced with new 3 hour paying parking places for use by electric vehicles whilst charging using new charging points that will be installed during the daytime and which will revert to residents parking overnight.
The Road Traffic (St Helier) (Jersey) Order 1996 is administered by Infrastructure, Housing and Environment.
Discussion
The Connétable of St Helier has requested the removal of the existing unloading bay area in Roussel Street and the creation of two new 3 hour paying parking maximum stay bays which will have charging points installed for use by electric vehicles requiring a charge between 8am and 6pm each day and that these bays change to Residents Permit Parking only between 6pm and 8am. The Connétable has also requested a restriction on the use of these bays between 8am and 6pm for vehicles which are plugged into the charging point and have an active charging session running only. The unloading bay in Roussel Street is reported as being under used and its loss will not be detrimental to businesses in the area who can still unload from other areas.
The Connétable has also requested that a change to parking in Halkett Place, which has been amended by an Article 68 notice, removing the spaces set aside for use by car club permit holders and replacing this with a new unloading bay be formally scheduled. The existing car club permit holder has advised the Parish these spaces are not required now and has surrendered the permits.
Add a new Article to introduce payable electric vehicle charging bays for use by electric vehicles which are connected to the supplied charging points and have a valid charging session running.
Schedule 8 – Parking Places on Roads
- Add a new part for 3 hour maximum stay charged at 1 unit per hour or part thereof between 8 a.m. and 6 p.m. each day for use only by electric vehicles which are plugged into the on site charging stations and which have a valid charging session running “Roussel Street South side (between a point 22 yards west of Rouge Bouillon and a point 10 yards further west)”
- Add to the new part for 3 hour maximum stay charged at 1 unit per hour or part thereof between 8 a.m. and 6 p.m. each day for use only by electric vehicles which are plugged into the on site charging stations and which have a valid charging session running “Parade, The (eastern arm) (between a point 23 yards north of the junction with Union Street and a point 6 yards further north)”
- Part 15 – Car Club Permit Parking remove the existing entries for Halkett Place and The Parade (eastern arm)
Schedule 9 – Saint Helier residential and business parking zones
- Part 3 Zone parking places reserved for permit holders between 6 p.m. and 8 a.m. on any day after the entry for Peirson Road add “Roussel Street South side (between a point 22 yards west of Rouge Bouillon and a point 10 yards further west)”
- Part 3 Zone parking places reserved for permit holders between 6 p.m. and 8 a.m. on any day before the entry for Peirson Road add “Parade, The (eastern arm) (between a point 23 yards north of the junction with Union Street and a point 6 yards further north)”
Schedule 10 – Parking of vehicles on roads for loading and unloading
- Part 1 add to the existing entry for Halkett Place in column 2 “West side (from a point 30 yards north of its junction with Burrard Street to a point 11 yards further north)” in column 3 “20 minutes” and column 4 “5am to 6pm Monday to Saturday”.
Conclusion
The requested changes in Roussel Street will introduce a further area for electric vehicle owners who do not have access to charging at their home to use during the day and will provide a further two Resident Parking spaces overnight and will remove the existing car club permit spaces in Halkett Place and replace these with much needed loading and unloading facilities there.
Recommendations
The Minister for Infrastructure is recommended to instruct Officers to issue Law Drafting instructions to amend the Road Traffic (St Helier) (Jersey) Order 1996.
