TRANSFER from RESTRUCTURING provision TO THE treasury and resources DEPARTMENT for SUPPLY JERSEY
- Purpose of Report
To enable the Minister for Treasury and Resources to approve a transfer from the Restructuring Provision to the Treasury and Resources Department in the sum of £205,000 in 2017 in order to fund and support the Supply Jersey Project.
- Background
On 7th December 2016, the Council of Ministers discussed an undated report which outlined Business Cases submitted to the Corporate Change Portfolio Office for consideration of support for change initiatives requiring funding to support Reform activities.
As part of the CSR programme which commenced in 2010 approval was given to implement a modern procure to pay solution that was easy to use, delivered savings and improved controls associated with buying goods and services.
The roll-out of Supply Jersey, a modern ‘procure to pay’ solution had commenced in November 2014 and completion of the rollout to all States Departments is now planned to be end of quarter one 2017 .
A further period of up to nine months is then required for steady state running and optimisation of business models, rationalisation of suppliers and supplier catalogues, fine tuning the system to improve user experience, and embed the change within the organisation through training.
- Recommendation
The Minister for Treasury and Resources to approve a budget transfer from the Restructuring Provision to the Treasury and Resources Department in the sum of £205,000 in 2017 in order to fund and support the Supply Jersey Project.
- Reason for Decision
Article 17(2) of the Public Finances (Jersey) Law 2005 states that the Minister for Treasury and Resources is authorised to approve the transfer from contingency expenditure or the insurance fund of amounts not exceeding, in total, the amount available for contingency expenditure in a financial year.
The Contingency Allocation Policy published by the Minister for Treasury and Resources (R.10/2012) states that all requests for Allocation from Contingency will be considered by the Council of Ministers and this restructuring provision bid was approved at their meeting on 7th December 2016.
- Resource Implications
This decision will result in the Treasury and Resources revenue head of expenditure increasing by £205,000 in 2017 and the Restructuring Provision, held within Central Contingencies, to decrease by an identical amount.
This decision does not change the total amount of expenditure approved by the States for 2017 in the Medium Term Financial Plan.
