Sports Travel Grant Scheme: 2018 Grant top-up to Jersey Sport

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The Assistant Minister with responsibility for Sport, approved the transfer of the Sports Travel Grant Scheme inclusive of a £125,000 Top-Up Grant to Jersey Sport, for it to develop arrangements for the administration, monitoring and reporting of grants throughout 2018.

Reason(s) for Decision:

Jersey Sport was established in order to be the voice of sport in the Island and to deliver a programme of sports development, physical literacy, exercise referral and schools swimming as a means of encouraging Islanders to lead more active lives. As part of its activities, it works closely with clubs and associations in Jersey to encourage local athletes and participants to compete at higher levels as part of their personal/team development

Having reviewed the historical Sports Travel Grant Scheme, the Assistant Minister has decided that Jersey Sport is better positioned than the Department - through its close links with Island sports bodies, associations and clubs – to develop a more effective, efficient and economical scheme to support Jersey athletes on and off island and take decisions regarding which individuals, teams or associations should receive support from a limited overall budget.

Resource Implications:

The Scheme funding of up to £125,000 (an anticipated carry forward from 2017 and not funded from the Department’s 2018 budget as agreed by the Treasury Minister in September 2016) would be transferred to Jersey Sport and would be ring-fenced from a governance and reporting perspective solely for Sports Travel Grants.

In recognition of Jersey Sport taking over the running of the Scheme, the Assistant Minister has agreed that it receive up to a maximum of 5% of the overall budget, plus £5,000 of set up costs in 2018, in order to recognise the level of activity required to administer such a scheme, which is not included within the core programme funded by Jersey Sport’s Annual Grant.

Action required:

Officers are instructed to prepare a Top-Up Grant Agreement with Jersey Sport for delivery of the 2018 Sports Travel Grant Scheme.
