REPORT TO THE HOUSING MINISTER
APPROVAL OF THE VIREMENT OF FUNDS FOR THE REFURBISHMENT OF
Nos 1 - 21 LE GEYT FLATS & THE CEDARS.
Background
The Housing Department has committed to improving the standard of the properties contained within its property portfolio, as outlined in its Social Housing Property Plan 2007-2016. Two of these schemes are 1 – 21 Le Geyt Flats and The Cedars.
1 – 21 Le Geyt Flats
As part of this programme of maintenance the Housing Department intends to refurbish the remaining, circa 1940’s flats at nos 1 – 21 Le Geyt, Springfield Road, St Helier. A pre-tender estimate has been carried out, and a cost of £980,280.00 inclusive of fees determined. A budget of £388,891 already exists and the department intends to undertake the virement of the remaining funds totalling £670,658.00 into the Business unit to ensure that the budget is sufficient.
The Cedars
The refurbishment of the estate is currently underway and is progressing well and within budget. The original virement of £5,199,141 carried out in 2008 reflected the build cost only and was sufficient to contain all spend to 31st December 2008. The balance of the budget a sum of £550,000 is required to cover all remaining fees, utilities and contingencies to completion of the project which is planned for May 2009.
Financial Direction 5.6; The Control of Capital Expenditure, requires that the Minister approve the virement of all Project Budgets.
Recommendation
That the Minister approves the virement of the following funds:
£670,658.00 into HYC025 Le Geyt Flats nos 1 - 21.
£550,000 into HYC019 The Cedars.
