Sunnydale, Prince's Tower Road, St. Saviour - intention to remove from Historical Building Register

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites.

 

The assessment and recommendation are made in accordance with the principles of selection for registration as set out in the interim policies for the conservation of historic buildings (1998). The report includes the views and advice offered by the Ministerial Registration and Listing Advisory Group.

 

The Planning and Environment Department requested on 10 April 2008 that Jersey Heritage assess the architectural, historical and other interests of Sunnydale.

Historic interest

 

Sunnydale was originally a mid-19th century farm group called Le Maison de Bas. It was sub-divided and converted to residential units in the 20th century.

 

Architectural interest

 

Mid-19th century farm group (now residential). Linear plan with former farm house and adjoining outbuildings. The linear arrangement of the farm group is retained but modern alterations detract from its character.

 

The main house is 5-bay, 2-storey, rendered with a modern pantile roof and pair of brick chimneystacks (apparently rebuilt early 20th century). There is a modern porch building to the front and Upvc windows throughout. The adjoining outbuildings are of painted or rendered rubble granite. There are significant new openings and a mass of large modern dormers. 

 

Scenic interest / group value

 

The setting of the farm buildings is compromised by the close proximity of the nearby housing.  

 

Advice offered by MRLAG (and others if stated)

 

MRLAG considered the interest of the site at its meeting on 6 May 2008. Members discussed that although the linear layout of the historic farm is still readable, the modern alterations and additions to the buildings – including a mass of large dormers, extensions to the rear, a modern 20th century porch block to the front, and the compromised setting of the buildings - have eroded the historic character of the site.  Members unanimously agreed with the JH recommendation to remove Sunnydale from the Register.

 

Jersey Heritage recommendation

 

Sunnydale should be removed from the Register.

 

Justification relating to criteria

 

The removal of Sunnydale from the Register is appropriate as it no longer retains its historic form and detail, and no longer makes a significant and positive contribution to the architectural and historical character and appearance of Jersey.
