Realignment of all states DEPARTMENTAL BUDGETS TO
REFLECT THE FINAL PORTION OF PROCURMENT SAVINGS AS PART OF THE CSR PROGRAMME
- Purpose of Report
To enable the Minister to approve the recurring realignment of Education, Sport and Culture departmental budget from 2014 as the final portion of the £6.5m CSR programme to be returned to the Provision for Restructuring Costs.
- Background – Corporate Procurement and the Transformation Programme
As part of the Corporate Procurement transformation programme which began in 2011, there were a number of cross departmental procurement projects which together have delivered £6.5m CSR savings.
At this stage it is not possible to identify the exact split of the £3.451 million by project as these amounts may be subject to change as contracts are let. Departments have however committed to achieving the level of savings as detailed below.

- Recommendation
The Minister is recommended to approve the recurring transfer of £177,957 from Education, Sport and Culture departmental budget from 2014 as savings contributing to the Comprehensive Spending Review Programme.
- Reason for Decision
In 2011 Corporate Procurement began its transformation programme with cross departmental procurement projects targeted to deliver the £6.5m CSR Savings. Phase 1 of the programme resulted in £3,054,447 removed from departmental budgets in 2013. The outstanding amount of £3,451,300 will be removed from departmental budgets in 2014.
Article 2(6) of the Public Finances (Transitional Arrangements) (Jersey) Order 2011 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.
