Appointment of members to the Jersey Energy Forum.
- Purpose of the Report
Following the meeting of the Energy Executive on the 8th Dec 2014, where applications were discussed, approve the appointment of the following representatives for the listed organisations as members of the Jersey Energy Forum:

- Background
The States of Jersey has a vision for secure, affordable and sustainable energy for the Island. Pathway 2050: An Energy Plan for Jersey was adopted by the States assembly in May 2014 (P.38/2014). The energy plan provides the framework for achieving this vision and is an important tool in moving to a low carbon future in line with Jersey’s international commitments.
The Energy Plan established the Jersey Energy Partnership to monitor, review and work towards a low carbon Jersey in line with the actions outlined in Pathway 2050.
The Energy Partnership comprises of two parts;
Ministerial energy executive (the Executive – chaired by the Minister for Planning and Environment),
Multi stakeholder energy forum (the Forum).
The terms of reference of the Jersey Energy Forum were confirmed at the first meeting of the Jersey Energy Executive on August 28th 2014 and outline the objectives, composition and working methods of the Jersey Energy Forum.
The Executive includes representation from the following Ministers: Department of the Environment; Economic Development; Transport and Technical Services and Social Security Departments. The Executive is responsible for the ongoing monitoring of the work streams as outlined in the Pathway 2050 action statements and they will review Pathway 2050 and develop or commission either new policy interventions or work streams, as appropriate according to review findings.
The Forum, with a Chair elected on an annual basis, will include representatives from the energy industry, businesses and the third sector, and will provide an opportunity for key stakeholders to input on the progress of Pathway 2050, raise areas of concern and identify changing or future priorities.
- Information
The objectives of the Jersey Energy Forum (extracted from the Terms of Reference) are:
- To support the Pathway 2050 initiatives by providing clarity, transparency and openness in relation to sharing information and to address strategic issues which are beyond the scope of an individual project area.
- The Forum will act as an ambassador for Pathway 2050 and provide introductions where possible to assist with the identification of stakeholders and partnership working opportunities.
- The Forum gives the Energy Executive the chance to engage with stakeholders to provide information about the aims and progress of the Pathway 2050 projects and promote shared understanding of key issues and concerns.
- The Forum provides stakeholders with the opportunity for free and frank exchange of views between informed parties around the issues to support multilateral engagement within the implementation of Pathway 2050 projects.
- The Forum provides stakeholders with the opportunity to provide feedback on the effectiveness of policies to the Executive and alert the Executive to key issues of current or emerging stakeholders’ concern, as well as concerns on possible emerging and existing risks.
- The Forum will provide stakeholders with information and enable cooperation at the technical level, in particular by participating in work-streams where invited to do so.
The terms of reference and membership of the Forum will be reviewed on an annual basis by the Executive according to the principles of transparency, openness and equal treatment. In order to guarantee a maximum level of transparency Forum membership will be organised through a public call for interests and invitation to apply. The Executive will make the final decision on membership of the Forum.
Members will be appointed to the Forum for a period of three years. It will be possible for members to serve consecutive terms.
Following a stakeholder analysis by the DoE, an initial list of possible stakeholders was identified. In September 2014, invitations were sent to these stakeholders and an open advert was placed in the Jersey Evening Post gazette inviting interested parties to submit an application to join the Forum. In addition the advert was promoted through the States of Jersey twitter feed.

The Chair of the Jersey Energy Executive has reviewed the recommendations for membership prepared by the Energy Partnership Secretariat, and has accepted the nominations as indicated.
- Timetable
It is intended that the members will be informed immediately and will be invited to attend the first meeting of the Jersey Energy Forum in due course.
- Resource Implications
The resources required to service the Jersey Energy Forum can be met from within Departmental cash limits as outlined in the energy plan.
- Recommendation
The Minister for Planning and Environment to approve the appointment of the members to the Jersey Energy Forum.
