Proposals for Traffic Management Changes in the Old Mont Cochon Area by the Parish of St Helier
Purpose of the Report
To brief the Minister on the intention of the Parish of St Helier to carry out a trial traffic management scheme to prevent through traffic using Old Mont Cochon, and to place road humps on Rue de Trachy, to mitigate the effects of additional vehicles using this road.
Background
The Parish of St Helier have written to the Transport and Technical Services Department asking for comments on a scheme to carry out traffic management measures on Old Mont Cochon, a Parish by-road, to prevent the road being used by through traffic. This will be achieved by making a 50m length of the Old Mont Cochon one way in a northerly direction, which will start 30m from the northern end of Old Mont Cochon.
The consequence of preventing south bound vehicles using Old Mont Cochon is that vehicles are likely to be displaced on to Mont Cochon, between Old Mont Cochon and Rue de Trachy. Rue de Trachy is a Parish by-road and Mont Cochon is a States Main Road. To mitigate against the effects of extra vehicles on Rue de Trachy, the Parish propose to install four road humps on this road. The letter, report and drawing from the Parish of St Helier are attached.
The Department is informed by the Parish that the residents of the area have been consulted and that the Roads Committee has approved the trial.
Discussion
Old Mont Cochon is a narrow steep road with houses on both sides which is not suitable for two way through traffic. Old Mont Cochon is too narrow for two vehicles to comfortably pass for large parts of its length. Though the proposals may be a somewhat unusual arrangement, they should achieve the intention of preventing through traffic, while creating as little disruption and inconvenience for residents as possible.
The measures will cause some displacement of vehicles onto a short section of Le Mont Cochon. However, the numbers will be minimal, as demonstrated by the Parish through their research.
It is understood that the Emergency Services have not yet been consulted on these measures, but will be following consultation with this Department.
There may be noise and vibration nuisance caused by the road humps, the extent of which can be established by the trial period. The Parish intend to use bolt down rubber humps for the trial which can be removed, relatively easily, should the need arise.
Conclusion
A low number of vehicles will be affected, displaced traffic will be relatively small, and Old Mont Cochon is narrow and steep and not suitable as a through route for traffic. The proposal should improve traffic conditions in the area for residents, provided that a noise and vibration nuisance is not provided by the road humps.
Recommendation
The Minister is recommended to support the trial traffic management scheme in old Mont Cochon.

Action Required
The Department will write to the Parish supporting their intention to carry out this trial. No further action is required to be taken at this time, as the intention is to carry out the trial under Article 68 of the Law, which the Connétable can approve. Should the trial prove successful, amendments to the appropriate Road Traffic Orders will be required at that time.
