Tourism Development Fund: Approval of Grants

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Tourism Development Fund – approval of grants

 

Decision(s):

The Minister, on the advice of the Tourism Development Fund Panel, approved the award of grants, subject to contract and conditions, to:

-          National Trust for Jersey for the creation of a wetland visitor centre (£50,000)

-          Durrell Wildlife Development Trust for developing luxury camping at Durrell (£121,500)

-          Music in Action for an international marketing campaign for the Liberation Music Festival (£7,250)

-          Jersey Sea Search for the development of a marine exploration resources for the development of an eco-tourism offering (£28,000)

-          Branchage for the development of a five year business plan to develop the festival (£10,000)

 

Reason(s) for Decision:

The Tourism Development Fund Panel comprises of members of the private sector who are charged with making recommendations with regard to awarding grants from the Fund. Applicants were invited to submit their applications in October and November 2011, all of which were fully considered by the Panel in four Panel meetings in November and December 2011. The Panel assessed the applications against a number of criteria aimed at assessing those that would add the most value to the tourism sector.

Resource Implications:

The grants are made from the Tourism Development Fund which has sufficient resources to cover all grants awarded. There are no additional resource or manpower implications.

Action required:

The Minister instructs the Performance and Operations Manager to issue contracts on the basis of any conditions stipulated by the Panel, and in compliance with the financial direction on grants (5.4).
