ROAD TRAFFIC (ST HELIER) (JERSEY) ORDER 1996 AND ROAD TRAFFIC
(DISABLED PERSONS) (PARKING) (JERSEY) ORDER 2002
Purpose of the Report
To amend the Road Traffic (St Helier) (Jersey) Order 1996, and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.
Background
On 15 October 2010 the Minister for Transport and Technical Services approved a request to make permanent six Temporary Orders made under Article 68 of the Road Traffic (Jersey) Law 1956, and include them in the Road Traffic (St Helier) (Jersey) Order 1996, and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.
Additional Requests.
The Minister also agreed to the following requests:-
To include in the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002 the disabled persons parking bay currently marked in Grosvenor Street.
To include in the Road Traffic (St Helier) (Jersey) Order 1996 the requirement for motorists to turn left when exiting Snow Hill car park.
To include in the above Order the requirement for motorists to turn left when exiting the Esplanade Car Park into Castle Street.
To include in the above Order 32 yards of 1 hour pay-card parking on the west side of the bottom section of Mont Cochon.
To include in the above Order a section of prohibition of waiting on both sides of Raleigh Lane.
To remove two, two hour pay-card parking spaces in Oxford Road near its junction with Byron Lane.
To introduce a yellow box no stopping restriction at the New Street, Union Street, Burrard Street junction.
It was noted by TTS and the Parish that the Residents Parking Zone Maps contained in the Order were illegible in A4 format, and so it was decided to substitute these maps with a written description of the roads contained within the Zones.
Discussion
Temporary Orders.
The Minister also agreed to make permanent the Temporary Orders made under Article 68 of the Road Traffic (Jersey) Law 1956 as follows:-
1. La Ruelle Vaucluse. To extend the prohibition of waiting on the south side, and also include the current section of prohibition of waiting which is not scheduled in the Road Traffic (St Helier) (Jersey) Order 1996.
2. Town Mills, Trinity Road. To extend the current parking time limit in the 20 minute pay-card section of Town Mills from 9am – 5pm to 9am – 10pm.
3. Lewis Street. 21 June 2010. To make the southern section of Lewis Street currently subject to a one way restriction) two-way.
4. St Thomas’ Residents’ Parking Zone. To return 35 car parking spaces in the Parade area back from residents parking to 1 hour pay-card parking, between 8.00am and 5.00pm, giving free public parking outside those times, and also on a Sunday.
5. Commercial Street. To introduce several sections of parking of vehicles on roads for loading and unloading, on the south side, of 20 minutes duration, and with times for loading and unloading 5am – 6pm, and to be available for free public parking between these times, and also on a Sunday.
6. Following revised traffic arrangements in Gas Place and Oxford Road as a result of the construction of the new Town Park, the assistant Director T & E Services for the Parish of St Helier has requested that a further temporary Order, made in January 2011 by the Parish with regard to Oxford Road and Gas Place be made permanent. This includes three 20 minute pay-card parking spaces and two 1 hour Disabled Persons parking spaces on the north side of Oxford Road. The 20 minute pay–card parking to be between 8am and 10pm daily, and for Residential Permit Holders at other times. The Parish have also requested that Oxford Road be made one way from Gas Place to L’Avenue et Dolmen du Pre des Lumieres. The Minister is requested to approve these requests and include them in the Road Traffic (St Helier) (Jersey) Order 1996 and the Road Traffic (Disabled Persons) (Parking) (Jersey) Order 2002.
Recommendation
The Minister is recommended to make the Road Traffic (St Helier) (Amendment No.23) (Jersey) Order 2011 and Road Traffic (Disabled Persons) (Parking) (Amendment No. 8) (Jersey) Order 2011 to become effective from 14 days after the Orders are made.
Reason (s) for Decision.
To make permanent the six Temporary Orders made under Article 68 of the Road Traffic (Jersey) Law 1956.
To make permanent the disabled persons parking bay in Grosvenor Street
To make permanent the requirement for motorists to turn left when exiting Snow Hill car park.
To make permanent the requirement for motorists to turn left when exiting the Esplanade Car Park into Castle Street.
To schedule a section of 1 hour pay-card parking on Mont Cochon.
To include in the above Order a section of prohibition of waiting on both sides of Raleigh Lane.
To remove two, two hour pay-card parking spaces in Oxford Road near its junction with Byron Lane.
To introduce a yellow box no stopping restriction at the New Street, Union Street, Burrard Street junction.
To substitute the A4 format maps of the RPZ zones with a written description of the roads contained within the Zones.
Action Required
To notify the Publications Editor and the Law Draftsman that the Orders have been made, forward the signed and sealed Orders to the Publications Editor, States Greffe, and request the Greffier of the States to arrange for their notification to the States.
