Restructuring Provision Bid – States of Jersey Police Mobile Technology Project
- Purpose of Report
The purpose of this report is to request that the Minister approves a non-recurring revenue budget transfer of up to £773,000 in 2016 from the Restructuring Provision to the Community and Constitutional Affairs revenue head of expenditure to fund the States of Jersey Police Mobile Technology Project and to note the indicative funding requirement of £529,800 in 2017 and £142,200 in 2018.
- Background
On the 9th December 2015 the Council of Ministers approved the States of Jersey Police bid totaling £1,445,000 from the Restructuring Provision for the Mobile Technology Project. The Council agreed funding of up to £773,000 in 2016 and approved “in principle” the requests for funding of £529,800 in 2017 and £142,200 in 2018.
The Council of Ministers has acknowledged that investment will be needed to ensure Public Sector Reform is successful. Furthermore, funds have been identified and approved in the Medium Term Financial Plan and the Council of Ministers approved these requests at its meeting.
3. Recommendation
The Minister is recommended to approve a non-recurring budget transfer of up to £773,000 in 2016 from the Restructuring Provision to the Community and Constitutional Affairs revenue head of expenditure to fund the States of Jersey Police Mobile Technology Project; and to note the indicative funding requirement of £529,800 in 2017 and £142,200 in 2018.
4. Reason for Decision
Article 17(2) of the Public Finances (Jersey) Law 2005 states that the Minister for Treasury and Resources is authorised to approve the transfer from contingency expenditure or the insurance fund of amounts not exceeding, in total, the amount available for contingency expenditure in a financial year.
The Contingency Allocation Policy published by the Minister for Treasury and Resources (R.10/2012) states that all requests for Allocation from Contingency will be considered by the Council of Ministers.

5. Resource Implications
.
The Community and Constitutional Affairs revenue head of expenditure will increase by up to £773,000 in 2016 and the Restructuring Provision revenue head of expenditure to decrease by the same amount. This decision does not change the total amount of expenditure approved by the States for 2016 in the Medium Term Financial Plan.
