Combined Control Room resources: Budget transfer between Heads of Expenditure

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: Transfer of Combined Control Room sources from SoJP to Justice and Home Affairs

 

Report Title: Transfer of Combined Control Room resources from States of Jersey Police to Justice and Home Affairs

Public

Decision(s):

The Minister approved the transfer of Combined Control Room resources from the States of Jersey Police to Justice and Home Affairs.

Reason for Decision(s):

The recurring budget transfer from the States of Jersey Police ('SoJP') head of expenditure to the Justice and Home Affairs ('JHA') head of expenditure was to ensure adequate coordination and oversight of Combined Control Room ('CCR') resources. The JHA had set a strategic objective to implement a fully combined and integrated tri-service control room that was able to handle all 999 calls to the emergency services and effectively manage non-emergency demand, delivering a more cohesive, effective, and efficient service for Jersey. The CCR project was created by the combining of Police, Ambulance, and Fire and Rescue control rooms into one location. Capital funding had been allocated in the Government Plan 2022-25 to meet the strategic objective, specifically to cover staff development and collaboration as well as significant investment in technology including a new Computer Aided Dispatch ('CAD') solution. The requested transfer was to ensure that the CCR would no longer directly report to multiple emergency services but would instead be a part of the JHA Directorate. The Head of Finance Business Partnering, Minister for Home Affairs, and Accountable Officers for both SoJP and JHA had all agreed to this budget transfer.

Resource Implications: Resource Implications:  The SoJP head of expenditure will decrease while the JHA head of expenditure will increase by 10 FTE and the following amounts for the specified years:  2022 - Up to £437,000 2023 - £583,000 2024 - £583,000 2025 - £583,000   This decision does not change the total amount of expenditure approved by the States in the Government Plan for 2022-25. Transfers from 2023 onwards will be reflected in the Government Plan 2023-2026.

 

Action Required: The Head of Financial Governance to advise the JHA Finance Business Partner that this decision is approved.  In accordance with Article 18(4) the Greffier of the States is requested to arrange for the attached report to be presented to the States at least 4 weeks before the transfers are concluded. After the expiry of 4 weeks following presentation to the States the transfer may be concluded.
