Application for Re-Registration as a Firearms Dealer – Mr Maurice Gotel
Report for the Assistant Minister for Home Affairs
In accordance with Article 20 of the Firearms (Jersey) Law 2000, Ms Teresa Roland has submitted an application to the Minister for Home Affairs for registration as a firearms dealer.
Ms Roland’s application is associated with that of Mr Maurice Gotel and is on behalf of M.F Gotel Guns (Game and Clay). Ms Roland currently assists Mr Gotel with the administrative side of the business, ensuring that matters such as bookkeeping and the register of transactions are maintained and kept up-to-date.
Ms Roland has not requested permission to repair, service and test firearms. The objective of the application is to be able to offer a more formal assistance to Mr Gotel in his work of purchasing firearms, ammunition and component parts.
The Department is satisfied that Ms Roland has demonstrated sufficient experience in handling firearms to be registered as a firearms dealer for this purpose.
The Firearms Registrar at the States of Jersey Police has undertaken a visit to the premises where M. F Gotel Guns (Game and Clay) is based. The security arrangements in place were found to be satisfactory. Two minor recommendations for further enhancing the security have been made.
Ms Roland’s certificate of registration, which will be valid for a period of 3 years, will be subject to conditions. As this application is linked to Mr Maurice Gotel’s registration as a firearms dealer, it will be reviewed should Mr Gotel (for any reason) cease to be a registered firearms dealer.
These matters have been discussed with Ms Roland prior to the certificate being issued.
The relevant Connétable has been informed of the application and of the Assistant Minister’s intention to grant Ms Roland registration as a firearms dealer, subject to certain conditions.
The application has been handled in accordance with the process and criteria for the registration of firearms dealers. This was agreed in September 2016 by the Firearms Liaison Group which includes representatives of the firearms community, States of Jersey Police, Comité des Connétables and Community and Constitutional Affairs.

The certificate is subject to conditions, including:
- The certificate is holder is permitted to purchase and sell firearms, component parts and ammunition on behalf of M.F Gotel Guns (Game and Clay);
- The holder is not permitted to repair, service or test firearms and component parts;
- The certificate holder will ensure that any firearms, component parts or ammunition purchased or sold on behalf of M.F Gotel Guns (Game and Clay) are entered in the register;
- The firearms, component parts and ammunition held in respect of this Certificate of registration shall at all times when not in use be stored in a safe and secure area, preventing access by unauthorized persons;
- All personal firearms are to be kept separate from firearms held under this certificate;
- Should Mr Maurice Francis Gotel cease trading (for any reason) on behalf of M.F Gotel Guns (Game and Clay), this permit will be subject to review.
