Increase in paid parking charges 2007

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

REPORT FOR HOUSING MINISTER

INCREASE IN PAID PARKING CHARGES 2007

Background

The Department provides paid parking services to 170 customers on a number of estates principally in the town area. The car parks are valuable assets and in providing for paid parking these assets are put to maximum use and much needed revenue, forecast at £150,000 for 2006, is generated.

The fees for parking permits on estates vary and are presently set as follows:-

Hue Court

£1,845.00

Other Town Centre Estates

£1,390.00

Town Outskirts and other

£835.00

Salisbury Crescent Temporary Car Park

£624.00

Fees have not been increased since 2005.

Suggested Increases

It is proposed that an across the board increase of 2.5% could be applied to all paid parking charges with effect from 1st January 2007.

This would increase charges as follows:-

Hue Court

£1,891.00

Other Town Centre Estates

£1,424.75

Town Outskirts and other

£855.88

Salisbury Crescent Temporary Car Park

£639.60

Income from paid parking would increase to a forecast £154,000 in 2007.

Financial Directions

When considering any increase in charges it is necessary to consider whether the effect of raising the charge may be inflationary. A 2.5% limit has been imposed for any increase in service charges. Where consideration is given to increasing charges beyond that limit Financial Direction 4.1 Paragraph 5.13 requires that the Minister for Treasury & Resources must to approve it. Therefore where an increase is set at or below 2.5% the Minister responsible for the administering Department may impose that increase without Treasury and Resources sanction.

Recommendation

That the Minister approves the 2.5% increase in paid parking charges as set out above.
