Register for Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey; Review of 33-39 Ann Street, St. Helier
This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the registration of historic buildings and sites.
The Planning and Environment Department requested on 28 August 2007 that the Jersey Heritage Trust assess the architectural, historical and other interests of 33-39 Ann Street ahead of discussions with the Ministerial Registration and Listing Advisory Group.

33-39 Ann Street were first registered in 1992 and are currently on the Historic Buildings Register as BLIs.
33-39 Ann Street are a row of c.1830 houses that are clearly shown on the 1834 Le Gros Map. The row was incorporated into a States housing scheme in the 1970s. This refurbishment work resulted in the loss of the front and rear gardens, chimneys and decorative ridge tiles but despite this the houses substantially retain their historic form - with ashlar pattern rendering, 12-pane sash windows and panelled doors – and make a positive contribution to the streetscape.
Advice received (MRLAG or others)
MRLAG discussed the interests of the houses at its meeting on 8 October. Members advised that the refurbishment of these properties was pioneering in its day and generally considered to be successful in safeguarding the future of the historic buildings. Members were unanimous that the row of houses have group value and make a positive contribution to the streetscape, retaining sufficient architectural and historical interest to merit retention on the Register as BLIs.
JHT recommendation
Taking into consideration the surviving character and interest of the houses, and the c.1830 age of the row, it is proposed that Nos.33-39 merit retention on the Register as BLIs.
Justification relating to criteria
33-39 Ann Street satisfy the criteria for registration as Buildings of Local Interest as set out in the Interim Policies for the Conservation of Historic Buildings, which states that ‘Buildings included in the Register are those which retain their historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey’.
The registration of 33-39 Ann Street is supported by the selection criteria that states ‘Age is clearly a significant consideration, particularly in relation to historic interest. The older a building is, the fewer examples of its kind are likely to survive, and thus the more likely it is to have historic importance. In Jersey, any building which survives in recognisable form from before the middle of the 19th century will normally be of registerable quality for its historic interest, as well as, normally, meeting at least one of the other principal criteria.’
The interest of the row of houses is amplified by the positive contribution it makes to the streetscape and its group value with Clifton Place.
