Peyrusse Le Roc, Trinity, not added to Historic Buildings Register.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Purpose of the Report

The purpose of this report is for the Minister to consider adding Peyrusse Le Roc to the Historic Buildings Register, having regard to the States strategic objective ‘to protect the best of the Island’s architectural heritage’ and a key objective of the Island Plan 2002 to protect and promote Jersey’s built, cultural and archaeological heritage.

Background

This report has been prepared by the Jersey Heritage Trust as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the registration of buildings and sites. It incorporates the views of the Ministerial Registration and Listing Advisory Group (MRLAG) - a group established to provide independent, expert advice on matters relating to the protection of buildings and sites of cultural interest.

Peyrusse Le Roc was not included in the 1992 Historic Buildings Register and was not considered for registration by the Jersey Building Heritage Sub-Committee during its review of Trinity in 2002.

The Planning and Environment Department sought advice from the Jersey Heritage Trust in September 2006 as to whether the house merits inclusion on the Historic Buildings Register. The Curator of Historic Buildings subsequently carried out an assessment on 26 September ahead of discussions with the Ministerial Registration and Listing Advisory Group on 9 October.

Discussion

Peyrusse Le Roc is a late nineteenth century 3-bay house with a rendered façade scored in imitation ashlar with emphasised quoins and voussoirs. However, MRLAG agreed that the historic character of the property has been eroded by later extensions to the rear and side, and the replacement of original features such as the front door and windows with inauthentic UPVC.

Taking these factors into consideration, it was concluded that Peyrusse Le Roc does not satisfy the criteria for registration.

Recommendation

Peyrusse Le Roc should not be added to the Historic Buildings Register.
