Fire and Rescue Control Room transfer of staff

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):

The transfer of five Civil Service posts, and the associated revenue costs, from Home Affairs Department to Health and Social Services Department was approved

The transfer of revenue costs relating to the maintenance of communications systems from the Fire and Rescue Service to the Ambulance Service (£45,000) was approved

It was agreed that the Chief Fire Officer should sign a Service Level Agreement between the States of Jersey Fire and Rescue Service and the States of Jersey Ambulance Service.

Reason(s) for decision:

To enable the completion of the final phases of the project to develop a Combined Control Centre which will service the operational needs of the States Fire and Rescue Service and the States Ambulance Service.

All staff concerned are in agreement with the transfer.

Action required:

The Chief Fire Officer to

Arrange the transfer of five Civil Service posts from Home Affairs Department to Health and Social Services Department

Arrange the transfer of revenue costs relating to the posts from the Fire and Rescue Service to the Ambulance Service

Arrange the transfer of revenue costs relating to the maintenance of communications systems from the Fire and Rescue Service to the Ambulance Service, and

Formally agree the levels of service that will be delivered under the new arrangements and sign off a Service Level Agreement between the States of Jersey Fire and Rescue Service and the States of Jersey Ambulance Service.

Transfer of Control Room Staff To Ambulance Service

1. Introduction

1.1 The Minister will be aware that the Fire & Rescue and Ambulance Services have been working together for some time to develop a Combined Control Centre (CCC) whose staff would be capable of dealing with the emergency call handling, dispatch and incident resource requirements of both organisations.

2. Background

2.1 In February of this year Fire & Rescue Control staff (five civil servants) were relocated to Ambulance HQ to co-man the Control Room there and for all CCC staff to learn the requirements of both jobs in order to provide the flexible working required to operate a combined centre. That work has progressed well and it is now envisaged that the final phase of the project (computerisation of the entire mobilising and dispatch function) will be completed in June 2006.

2.1 Part of the long term vision for the project was that one Service would manage the combined centre and be responsible for all staffing and operational matters. The other Service would have its operational needs met through an agreed Service Level Agreement. That responsibility will fall to the Ambulance Service in 2006 and we now need to transfer our five civil servants to the Health and Social Services Department in January 2006.

3. Resource Implications

3.1 Fire & Rescue will transfer the five civil servants and the revenue budget attached to them to the Health and Social Services Department. This will amount to some £198,000 and is made up of salaries, Employer pension contributions, Employer Social Security contributions and a nominal amount for uniform, possible overtime and training costs. In addition there will be a further transfer of some £45,000 from our communications budget to cover the increased costs to the Ambulance Service taking over the responsibility for the maintenance of all of the communications infrastructure.

3.2 The total budget transfer will be in the sum of £243,000.

4. Recommendation

4.1 The Minister is asked to approve the proposal for staff and budget transfers and the signing by the Chief Fire Officer of a Service Level Agreement between the States of Jersey Fire and Rescue Service and the States of Jersey Ambulance Service.
