DRIVING LICENCE APPLICATION FORM D1
PURPOSE OF THE REPORT
To obtain the agreement of the Minister for Transport and Technical Services for the introduction of the revised, de-prescribed D1 “Application for a Driving Licence” Form.
BACKGROUND
The project to remove the computerised driving licence system from the States VAX platform to an independent platform has been successfully completed.
The legislative changes to facilitate the issuing of the new credit card style driving licences were debated in the form of the Road Traffic (No57)(Jersey) Regulations 200- by the States at the sitting of 28th March 2007. It is now incumbent on the Minister to approve the new D1 Application for a Driving Licence Form and the declaration at section 8 of the form.
DISCUSSION
From the early days of the above project it was felt that the D1 Application for a Driving Licence Form should be de-prescribed from the Motor Vehicles (Driving Licences)(Jersey) Order 2003. This was because in the past, when small amendments were required to the form, the Order had to be changed – with all the bureaucracy that entailed.
It was felt that having any future form simply agreed by the Minister would be the better and simpler option.
The D1 Application for a Driving Licence Form has had to be re-designed. This was for two reasons:-
(i) The new form must be capable of having the applicant’s photograph affixed next to the signature of the applicant to enable scanning into the new system
(ii) The opportunity was taken to simplify the D1 Form.
The application form also includes, in section 8 where the applicant signs the form, a declaration to be approved by the Minister. The declaration states:-
“I understand that it is a criminal offence to make a false declaration to get a driving licence and that to do so can lead to prosecution;”
RECOMMENDATION
That the Minister approves the D1 Application for a Driving Licence Form, including the declaration at section 8 of the form and that the form be adopted for use from the date the Motor Vehicles (Driving Licences) (Amendment No6) (Jersey) Order 200- comes into force.
REASON FOR DECISION
The revisions to the Road Traffic (Jersey) Law 1956, approved by the States at the sitting of 28th March 2007, require the Minister to approve the form of the “D1 Application for a Driving Licence” form and the declaration at section 8 therein.
ACTION REQUIRED
On receiving confirmation that the D1 form is approved by the Minister, the Deputy Inspector of Motor Traffic will arrange for the forms to be distributed to the parishes.
