AMENDMENT TO ROAD TRAFFIC (PUBLIC PARKING PLACES) (JERSEY)
ORDER 2006
Purpose of the Report
To amend the Road Traffic (Public Parking Places) (Jersey) Order 2006 to make the maximum permitted stay period of 3 hours on level 1 of Pier Road Car Park permanent following the successful trial which commenced on 30 November 2015.
Background
Following the trial period which commenced on 30 November 2015, where Pier Road Car Park level 1 was temporarily changed to a maximum 3 hour stay to provide additional shopper spaces which replaced those temporarily lost at Charles Street during works to re-route the Town Brook and during the refurbishment work at Sand Street Car Park, it is proposed to make the temporary changes permanent. The provision of temporary replacement shopper parking was a benefit to town traders who are experiencing difficult trading conditions at present.
It is expected that Minden Place Car Park will undergo a refurbishment in 2017 and shopper parking will be lost during this time so the continued availability of spaces in Pier Road Car Park will help to offset this loss whilst work is ongoing. Current surveys indicate there is demand for the short stay parking in Pier Road Car Park.
Pier Road Car Park has an average of 350 spaces available throughout the day so the loss of the 59 spaces on level 1 will not result in the loss of occupied commuter parking.
The previous temporary changes were introduced under Article 68 of the Road Traffic (Jersey) Law 1956 however this provision only allows for a period of one year so any extension must be formally scheduled.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by the Department for Infrastructure.
Discussion
The additional 59 shopper parking spaces on level 1 of Pier Road Car Park will help St Helier retailers during what is traditionally their busiest period and will assist in replacing spaces lost during the planned refurbishment of Minden Place Car Park during 2017. Season Tickets will not be applicable in the short stay area on level 1 of Pier Road Car Park.
Recommendations
The Minister is recommended to approve the permanent provision of 59 x 3 hour maximum stay shopper parking spaces on level 1 of Pier Road Car Park and to instruct Officers to request the Law Draftsman to prepare the necessary Amendment for subsequent presentation to the Minister.
Reason(s) for Decision
The continued provision of 59 x 3 hour maximum stay shopper parking spaces may assist local businesses within St Helier.
