Jersey International Air Display 2008 - Application for Road Closures

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Jersey International Air Display 2008 - Application for Road Closures

 

TRANSPORT AND TECHNICAL SERVICES

 

THE JERSEY INTERNATIONAL AIR DISPLAY’S 2008 APPLICATION FOR ROAD CLOSURES PREPARATORY TO HOLDING/VIEWING THE EVENT

 

 

Purpose of the Report

 

To obtain ‘Ministerial Decision’ regarding approval for road closures, traffic restrictions and parking arrangements for the purpose of allowing the public to view the Jersey International Air Display from St. Aubin’s Bay Promenade on Thursday 11 September 2008.

 

 

Background

 

An Order of the Transport and Technical Services Minister is required as per Article 2 of the “Entertainments on Public Roads (Jersey) Law 1985”, to enable Victoria Avenue to be utilised by the Promoter (Jersey International Air Display) for spectator parking, along with a number of other provisions preparatory to holding/viewing the event.

 

As per the requirements of the Law, a draft Order has been prepared and circulated to the Connétables of St Helier, St Lawrence, St. Peter and St. Brelade for consultation. The Promoter has confirmed that public liability Insurance will be in place for the event (a certificate of insurance has been requested by TTS as soon as it is available).

 

 

Discussion

 

Changes introduced in 2006 to address safety concerns raised by the States and Honorary Police (namely that in previous years the Promoter has allowed vehicular traffic to continue to access Victoria Avenue for spectator parking once the display had started), will again be implemented this year, having been deemed effective.

 

Therefore in summary (see attached diagram) the arrangements are as follows:-

 

Victoria Avenue will be closed to through traffic at 12.00 p.m. with ingress to designated parking areas via La Rue du Galet and First Tower Slip Road only.

 

The area adjacent to Lower West Park is to be a clearway with no vehicle parking, except for disabled parking on Lay-by 1.  This area is to be sealed for 'pedestrian only' use by 12.30 p.m., although access for disabled parking on Lay-by 1 will be permitted up to 2 p.m.  The remainder of Victoria Avenue is divided into two zones:

 

·         From west of Lower West Park to First Tower Slip Road is closed to parking at 12.30 p.m.

 

·         From First Tower Slip Road to Bel Royal is closed to parking at 2.00 p.m.

 

Egress from Victoria Avenue up to 5.30 p.m. must be via La Rue du Galet, First Tower Slip Road and Tyneville Lane only.  All vehicle movement will be subject to the control of the Police and Marshals.  A speed limit will be in place of 10 mph between 12.00 p.m. and 5.30 p.m.

 

In addition the following traffic measures will be introduced between 12.00 p.m. and 5.30 p.m.:

·        The section of St. Peter’s Valley from the junction of Rue du Haut to Bel Royal will be closed to all southbound traffic except for buses / HGV's.  Traffic will be diverted along Rue du Haut to its junction with La Route de St. Aubin, thus relieving the Bel Royal junction.

·        La Rue du Haut (St. Lawrence) is to be closed to traffic travelling west from its junction with Le Mont Cambrai.

·        Rue de la Ville Emphire will be made one way westbound only.

·        Portable Traffic Signals will be placed on La Route de St. Aubin and La Route de la Haule to manage traffic through the Bel Royal bus lay-by.

The closure of People’s Park car park is extended until 10.00 a.m. on Friday 12 September, to make allowance for any delay to the departure of aircraft stationed on the park on Thursday 11 September.

 

Recommendation

 

The Minister is recommended to approve the Jersey International Air Display (Jersey) Order 2008 as prepared.

 

Action Required

 

Advise the Greffier that the Order has been made and forward the Decision Summary and Report, together with the signed and sealed Order to the Publications Editor at the States Greffe.
