AMENDMENT TO ROAD TRAFFIC (PUBLIC PARKING PLACES) (JERSEY)
ORDER 2006 – CHANGE TO SPRINGFIELD SOUTH CAR PARK TO MAKE A
MAXIMUM STAY PERIOD OF 3 HOURS IN A CONTINUOUS 24 HOUR PERIOD
Purpose of the Report
To change the existing maximum stay period at Springfield South Car Park from the existing 12 hour in a 24 hour period to a maximum stay of 3 hours in a continuous 24 hour period with a requirement to indicate an arrival time using a time clock.
Background
The Education, Sport and Culture Department has requested that Springfield South Car Park be amended in the Road Traffic (Public Parking Places) (Jersey) Order 2006 to a maximum stay period of 3 hours in a continuous 24 hour period instead of the current 12 hours in a continuous 24 hour period.
The request to make this change has resulted from the installation of the new 3G pitch surface and the associated works which has caused the loss of some of the existing parking spaces. It is considered that the requested shorter maximum stay period will allow for better use of the remaining parking facilities by users of Springfield. The area is currently policed by Officers of Education, Sport and Culture.
Discussion
Officers would support the change to the maximum stay period as requested. The policing and enforcement of this is carried out solely by officers of Education, Sport and Culture Department.
Transport and Technical Services administer the Road Traffic (Public Parking Places) (Jersey) Order 2006.
Recommendations
The Minister is recommended to approve the request from the Education, Sport and Culture Department and to instruct Officers to instruct the Law Draftsman to prepare an Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 to incorporate this.

Officers to request the Law Draftsman to prepare the necessary Amendment to the Road Traffic (Public Parking Places) (Jersey) Order 2006 for subsequent submission to the Minister.
