INTRODUCTION OF FREE PARKING IN PIER ROAD CAR PARK AND LAY-BYS 1-5 ON VICTORIA AVENUE ON 22, 23, 27, 28 AND 29 AUGUST 2013
Purpose of the Report
To provide a number of free of charge spaces outside the St Helier Ring Road and in Pier Road Car Park on the days when the Bus Drivers have indicated they will be taking strike action.
Background
A number of the Bus Drivers have indicated that they will be taking industrial action in the form of strike action on 22, 23, 27, 28 and 29 August 2013. This will result in a reduction of the number of buses running on these days and an expected increase in the number of cars being driven into St Helier.
In order to try and ensure there are spaces available for these, it is hoped that the provision of free parking in the Lay-bys on Victoria Avenue and in Pier Road Car Park will encourage many of the existing motorists who park in central car parks to use these thus making an increased number of spaces available in the centre of St Helier.
The availability of the free parking will cease at the end of the notified period.
The temporary changes can be introduced under Article 68 of the Road Traffic (Jersey) Law 1956 by the placing of appropriate signage. The Road Traffic (Public Parking Places) (Jersey) Order 2006 is created under Article 59 of the Road Traffic (Jersey) Law 1956.
The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by the Transport and Technical Services Department.
Discussion
The provision of free parking in the specified car parks is intended to ease any pressure that may result due to the increased volume of traffic during the strike period.
Recommendations
The Minister is recommended to approve the introduction of the free parking in Pier Road Car Park an Lay-bys 1-5 on Victoria Avenue during the proposed Bus strike and to instruct Officers to produce the necessary signage and to advise the public using local media and to place the statutory Gazette inserts.
Reason(s) for Decision
The provision of free parking in the specified car parks is intended to ease any pressure that may result due to the increased volume of traffic during the strike period.
Resource Implication
Signage £150, JEP insert £100, loss of revenue to the Car Parks Trading Fund to be monitored during the strike period.
Action Required
Officers to produce and place the appropriate advance notice signage and to advise the public using the local media.
