St. Saviour's Hill: Zebra Crossing Installation

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:  A proposal to install a zebra crossing on St Saviour’s Hill at its junction with Deloraine Road and Chasse Brunet, adjacent to the Grainville School playing fields, to improve pedestrian access to and from the schools in the area.

 

Decision(s):  The Minister approved the report and directed that the installation of a zebra crossing, enhanced pedestrian landing area, and associated works on St Saviour’s Hill immediately to the west of its junction with Deloraine Road should proceed.

 

Reason(s) for Decision:  The installation of a zebra crossing under Article 69 of the Road Traffic (Jersey) Law 1956 will deliver on the proposal for such a crossing within the St Saviour’s Schools Transport Action Plan.

 

Resource Implications:  Funding has been allocated from the Infrastructure Capital Budget and the work will be carried out by an approved local Contractor.

 

Action required:  Department for Infrastructure will procure the equipment required and place an order with a local Contractor to install the crossing using funding allocated from the Infrastructure Capital Budget.

PROPOSED ZEBRA CROSSING ON ST SAVIOUR’S HILL AT ITS JUNCTION WITH

 

DELORAINE ROAD AND CHASSE BRUNET

 

 

Purpose of the report

 

To outline the proposal to install a zebra crossing on St Saviour’s Hill at its junction with Deloraine Road and Chasse Brunet, adjacent to the Grainville School playing fields, to improve pedestrian access to and from the schools in the area.

 

 

Background

 

In accordance with the States of Jersey’s Sustainable Transport Policy and the St Saviour’s Schools Transport Action Plan, improving the pedestrian facilities at this location on St Saviour’s Hill has for some time been an aspiration of the Department for Infrastructure, the Parish of St Saviour and both Grainville and F.C.J. schools.

 

 

Discussion

 

The St Saviour’s Schools Transport Action Plan, finalised in June 2014, identified a pedestrian crossing facility as a priority measure to improve pedestrian facilities especially for students living in the area and attending Grainville or F.C.J. schools.  It was also proposed to serve as a “park and stride” facility which, linked to pedestrian improvements in Chasse Brunet, was seen as being able to help to reduce the congestion in the area surrounding St Saviour’s Primary School.

 

The existing footways in the area are narrow, and the original proposal anticipated road widening on the north side of St Saviour’s Hill, incorporating a footpath leading to a refuge crossing to the east of the junction.  It was considered to be a project which could be delivered in the medium term, within two to five years from the publication of the Action Plan.

 

The Manager of Transport Policy and the Public Transport Planner attended a meeting with the Constable of St Saviour and the St Saviour Roads Committee on 3 September 2015 to discuss various traffic and transport issues in the Parish.  Prior to a subsequent meeting on 21 March 2016 to discuss the Grainville School to Patier Road pedestrian corridor, a more cost-effective option with the adoption of a zebra crossing in preference to the original refuge concept was developed.

 

Vehicle and pedestrian surveys have been carried out, with traffic speeds reviewed, and it has been determined that a zebra crossing will work satisfactorily at this location.  It may be necessary to relocate the established westbound bus stop to a new position as it would fall within the area covered by the zig-zag markings.  Given the proximity of the nearest stop to the west, any new position is likely to be to the east of the junction, and would be identified at the detailed design stage.

 

It is recommended that as part of this project, a part-time 20mph speed limit is to be implemented in the vicinity of the proposed crossing, in common with a number of other schools bordering a major road.  The precise position of the relevant signs will also be determined at the detailed design stage.

 

As part of the work to install the crossing and associated Belisha beacons, the existing landing area on the north side of St Saviour’s Hill will be extended, requiring the modification of the existing low wall bordering the road.  This will include the construction of a similar wall on the north-west corner of the junction, to discourage pedestrians walking into or out of Chasse Brunet, to bypass the proposed crossing by walking diagonally across the junction.

 

Under Article 69 of the Road Traffic (Jersey) Law 1956, the Minister for Infrastructure may, after consultation with the Constable of the Parish in which the road is situated, establish on any road such crossings for pedestrians as the Minister considers necessary.

 

 

Conclusion

 

A zebra crossing with associated accommodation works can be installed on St Saviour’s Hill immediately to the west of Deloraine Road, provided that improvements are made to the pedestrian landing area on the north-west corner of the junction.

 

 

Recommendation

 

The Minister is recommended to approve the installation of a zebra crossing and associated works on St Saviour’s Hill immediately to the west of its junction with Deloraine Road.
