Community Safety Fund - Award of grants to Road Safety Panel.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

COMMUNITY SAFETY FUND – AWARD OF GRANTS

Purpose of the Report  

To consider a recent application for grants from the Community Safety Fund.

Background  

Arrangements for considering applications for and awarding grants from the Community Safety Fund, for small but important initiatives, have previously been approved under Ministerial Decisions MD-T-2007-0058, MD-T-2007-0112 and MD-T-2009-0069.   

The criteria approved for considering applications and awarding grants are:- 

  • The proposal should be beneficial to the community at large;

 

  • For one off items of expenditure directly related to community safety;

 

  • Island based;

 

  • For proposals that would significantly enhance or raise awareness on community safety and for which there is no or insufficient public funding;

 

  • A maximum interim award of £20,000 per project.

“Safer, Fitter, Greener” road safety activities for Key Stage 1 and 2 schoolchildren

Anti Drink Drive campaign (in conjunction with Crimestoppers)

 

“Safer, Fitter, Greener” is an educational pack that includes 21 interactive road safety activities.  It is aimed at schoolchildren from Nursery through to Year 4 and allows them to explore road safety issues through play, in a safe environment.  The Road Safety Training Officer would use the pack in primary schools throughout Jersey, improving awareness of road safety in young children.  The pack costs £2,250. 

The Road Safety Panel in conjunction with Crimestoppers would intend to run an Anti Drink / Drive campaign in the New Year, spreading anti drink / drive messages but also encouraging the public to report persons suspected of drinking and driving to Crimestoppers.  The funds requested by the Road Safety Panel would be used to produce and broadcast a television advert (£5,960), radio advertising (£1,650), newspaper adverts (£1,856) and on-street banners (£565). Drinking and driving remains a major road safety concern and raising awareness of the risks and dangers associated with drinking and driving will help reduce the likelihood of drivers using their vehicles while under the influence of alcohol, reducing the risk of collisions and injury on our roads. 

The applications meet the criteria and sufficient funds remain available in the Community Safety Fund. 
 

Recommendation 

The Minister is recommended to award grants to the Road Safety Panel of £2,250 to purchase interactive road safety packs and £10,031 to run an anti drink / drive campaign with Crimestoppers.
