Purpose of the Report
To seek to confirm the Assistant Minister’s intention to retain 17 and 19 Devonshire Place, St Helier on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as Buildings of Local Interest (BLI).
Background and discussion
17 and 19 Devonshire Place, St Helier are presently on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as Buildings of Local Interest. It is relevant to note that other properties in the same row in Devonshire Place (no.s 13-21) are also registered as BLIs.
The Assistant Minister previously considered a report on the matter prepared by Jersey Heritage dated 10 November 2008 and determined that 17 and 19 Devonshire Place, St Helier were of sufficient interest to warrant their retention on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as Buildings of Local Interest. A notice of the Assistant Minister’s intent, as set out above, was served on the owner of the property on 30 January 2009 in order to provide an opportunity for representations to be made.
No representations have been received.
Legal and resource implications
The inclusion of buildings and places in the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey is consistent with the purposes of the Planning and Building (Jersey) Law 2002.
Discussion and recommendation
On the basis of the recommendation of Jersey Heritage to retain 17 and 19 Devonshire Place, St Helier on the Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as Buildings of Local Interest (BLI) and in the absence of any representations, the Minister is further recommended to confirm the retention of these buildings on the Register.
Reason(s) for Decision
The particular interest of 17 and 19 Devonshire Place, St Helier, as identified and described in the report and relative to the published criteria for selection, justifies their inclusion on Register of Buildings and Sites of Architectural, Archaeological and Historical Importance in Jersey as BLIs, and it accords with the States Strategic Plan commitment of protecting and sympathetically managing the Island’s built heritage assets.
