Jersey Harbours Tender for a Management Contract for offering Marine Leisure Services.

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject: 

Jersey Harbours’ Tender for a Management Contract for Strategic and Operational Support, to Develop and Implement a strategy for offering Marine Leisure Services.

Decision(s):

The Assistant Minister approved the Process of formally taking forward the Marine Leisure Procurement Tender in conjunction with the written report summary, “Strategic and Operational Support to develop and implement a Marine Leisure Strategy.”

Reason(s) for Decision: 

1. One of Jersey Harbours’ key objectives is to grow the Island’s Marine Leisure Industry, and as a result, developed a Marine Leisure Growth Plan.

2. Our next step aims to :-

a) improve customer services, increase the quality and quantity of berths and identify new revenue streams within our marina operations over the next 2 years; and

b)  create a “Marine Leisure Master Plan” which grows the scale and nature of the marine leisure offering as a component of the long term master plan for the greater Harbour area.

3. For these two reasons, we are seeking to formally procure the expert help of other major International marina developers who have the benefit of wide and proven experience and success in these areas.

4. This will take the form of a contract for services over a period of time, providing operational management to Jersey Harbours on a full time basis, and strategic input into our planning process as required to ensure that we achieve our aims.

WRITTEN REPORT  

(PUBLIC)  

STRATEGIC AND OPERATIONAL SUPPORT  

TO DEVELOP AND IMPLEMENT  

A MARINE LEISURE STRATEGY  

  1. One of Jersey Harbour’s key objectives is to grow the Island’s Marine Leisure industry, and as a result developed a Marine Leisure Growth Plan.

 

  1. A Marine Leisure Growth Group (MLGG) compromising of key industry bodies was set up in 2006 to help Jersey Harbours examine opportunities for growth in the marine leisure industry.

 

  1. The MLGG identified that there were key opportunities for growth in both quality and quantity (scale and nature) of our marine leisure offering.

 

  1. Quality refers to the level of customer services, standard of boats, standard and types of boat storage, retail offerings.
  2. Quantity refers to the number of marina berths, the number of boats, the capacity of boat storage and the number of supporting services and businesses.

 

The group also identified constraints that will require effective management, including issues for existing berth holders in the Old Harbour. 

  1. A resultant set of objectives were set, around which key strategies were developed to grow revenue for the marinas and to increase the economic contribution to the Island:
    1. More Berths
    2. More Boats
    3. More Business

 

  1. The MLGG also identified the marinas within the Port of St Helier area as the key priority to focus on for delivering growth potential within the next 5 years.

 

  1. The first strategy employed to ‘test the water’ for growth potential and challenge the perception that demand would meet supply was for Jersey Harbours to re-configure parts of our marinas to create limited additional capacity.

 

  1. Aligned to that, the inaugural Jersey Boat Show took place, and in part, as a direct result of our capacity increase, the show resulted in multi-million pounds worth of business being achieved in the sale of boats and associated products, along with over 12000 visitors attending during the 3 day event. This clearly evidenced the growth potential, and is allowing Jersey Harbours to take the next steps in growing marine leisure.

 

  1. Our next step aims to :
    1. improve customer services, increase the quality and quantity of berths and identify new revenue streams within our marina operations over the next 2 years; and
    2. create a marine leisure master plan which grows the scale and nature of the marine leisure offering as a component of the long term master plan for the greater Harbour area being developed in association with Property Holdings (as the Owner) and the Waterfront Enterprise Board.

 

  1. For these two reasons, we are seeking to formally procure the expert help of other major international marina developers who have the benefit of wide and proven experience and success in these areas.

 

  1. This will take the form of a contract for services over a period of time, providing operational management to Jersey Harbours on a full time basis and strategic input into our planning process as required, ensuring that we achieve our aims.

 

  1. During that period, we will review the long term options for how we deliver the master plan and the best marine leisure offering for our customers and the Island in a way that will benefit our business, quantify the contribution to the economy of the Island and create further and diverse employment opportunities in the Island within this exciting and growing Industry.
