Budget Transfer: JDE System Development - Enterprise Systems Development

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Decision(s):  The Minister approved a non-recurring budget transfer in 2012 of £846,000 from the CMD JDE Development and Upgrade capital head of expenditure to a new CMD capital head of expenditure ‘Enterprise Systems Development’.

Reason(s) for Decision:  Financial Direction 3.6 ‘Variations to Heads of Expenditure’ states that

Departments wanting to transfer funds between heads of expenditure must obtain the approval of their minister or of their accounting officer where a scheme of delegation exists.  

Resource Implications:  The CMD JDE Development and Upgrade capital head of expenditure to decrease by £846,000 and a new CMD capital head of expenditure ‘Enterprise Systems Development’ to increase by an identical amount.  This decision does not change the total amount of expenditure approved by the States

Action required:  Finance Manager – Corporate Group to seek the approval of the Minister for Treasury and Resources and, once received, to action the budget transfer in conjunction with T&R.

NEW CHIEF MINISTER’S DEPARTMENT (cmd) CAPITAL HEAD OF EXPENDITURE AND BUDGET TRANSFER BETWEEN Cmd CAPITAL HEADS OF EXPENDITURE

 

  1. Purpose of Report

To enable the Minister to approve a non-recurring budget transfer of £846,000 in 2012 from the CMD JDE Development and Upgrade capital head of expenditure to a new CMD capital head of expenditure ‘Enterprise Systems Development’.

 

  1. Background

The J D Edwards (JDE) system is the States of Jersey’s Enterprise Resource Planning system, which has been in operation since 2002 and is used by all States departments. It covers a wide range of functions, including financial management, asset management and human resource management, which are integral to the efficient administration of the States of Jersey.

 

The original purpose of the JDE Development and Upgrade capital head of expenditure was to develop and upgrade of the existing JDE system. It is still used for this purpose but its scope has since been widened to include other Enterprise Resource Planning system projects such as the Insight upgrade to improve financial reporting, the implementation of the Talent Link recruitment system and the replacement of the Human Resources Information System.

 

In the 2009 Annual Business Plan the States approved capital funding of £750,000 for upgrades to the most recent version of JDE and thereby ensuring that it was fully supported. They approved a further £750,000 in 2010 for this same purpose, which brought the total approved budget to £1,500,000. Various budget transfers since then have reduced the budget total to £1,247,630.36.

 

The remaining balance of the JDE Development and Upgrade capital head of expenditure will be used for further JDE developments necessitated by changes required to the environment as part of other improvement projects such as P2P, HRIS replacement and other integrations to departmental systems. The budget will also go towards initializing the planned upgrade of JD Edwards starting in 2014

 

 

 

  1. Proposal

The original purpose of the CMD JDE Development and Upgrade capital head of expenditure was to develop and upgrade the existing system but since then its scope has been expanded to include improving system functionality. In order to improve financial reporting and cost visibility In order to better reflect the diversity of the ‘enterprise systems’ portfolio, it is proposed that a new capital head of expenditure called ‘Enterprise Systems Development’ is created separately from the CMD JDE Development and Upgrade capital head of expenditure and that the requisite budget of £846,000 is transferred from the CMD JDE Development and Upgrade capital head of expenditure.

 

  1. Recommendation

The Minister is recommended to approve a non-recurring budget transfer of £846,000 in 2012 from the CMD JDE Development and Upgrade capital head of expenditure to a new CMD capital head of expenditure ‘Enterprise Systems Development’.
