BUDGET TRANSFER FROM THE DEPARTMENT FOR INFRASTRUCTURE TO THE
EDUCATION DEPARTMENT TO FUND VICTORIA COLLEGE SCHOOL FIVE YEAR
STRATEGIC PLAN 2018-2022
- Purpose of Report
To enable the Minister for Infrastructure to request that the Minister for Treasury and Resources (T&R) approves a budget transfer up to £450,000 in 2019 and £117,000 in 2020 from the Department for Infrastructure capital head of expenditure (FA0MD09002 Victoria College Extension) to the Education revenue head of expenditure.
- Background
The Ministerial Decision (MD-ESC-2016-0025) signed on 6 October 2016 approved a budget transfer of £567,950 from the Education Department capital head of expenditure to the Department for infrastructure capital head of expenditure to replace the porta cabins on College Field with a new classroom block. This sum is however insufficient to meet the full costs of the capital project which is presently on hold.
In 2017 the Board of Governors of Victoria College and Victoria College Preparatory prepared a comprehensive five-year strategic plan 2018-2022 addressing the future challenges facing both schools. To part fund the plan the Governors have requested the temporary use of the capital funds up to £567,000 in 2019 (£450,000) and 2020 (£117,000) on the proviso that these funds will be repaid in full in 2022 (£332,000) and 2023 (£235,000).
- Recommendation
The Minister for Infrastructure is recommended to request that the Minister for Treasury and Resources approves a budget transfer up to £450,000 in 2019 and £117,000 in 2020 from the Department for Infrastructure capital head of expenditure (FA0MD09002 Victoria College Extension) to the Education revenue head of expenditure.
- Reasons for Decision
Article 18(1)(c) of the Public Finances (Jersey) 2005 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure. Delegation 1.2 delegates authority for non-contentious transfers between heads of expenditure of up to £1,000,000 to the Treasurer of the States.
- Resource Implications
The Education Department revenue head of expenditure to increase up to £450,000 in 2019 and £117,000 in 2020 and the Department for Infrastructure capital head of expenditure to decrease by an identical amounts. This decision does not change the total amount of expenditure approved by the States in 2019 or 2020.
6. Action Required
The Minister for Infrastructure to seek approval of the Treasurer of the States for the transfer.
