USE OF PIER ROAD CAR PARK FOR CHARITY EVENT
Purpose of the Report
To allow the use of floors 11 and 12 in Pier Road Car Park for an overnight sleepover charity event designed to raise awareness of the plight of locals who have fallen on hard times.
Background
The Sanctuary Trust are once again wishing to organise a charity event where people will raise awareness of the plight of locals who have fallen on hard times by raising sponsorship for sleeping overnight in Pier Road Car Park. The funds raised from this will be used by the Sanctuary Trust who promote the plight of and provide support for some of the more unfortunate people in Jersey and assist them back to their feet and ultimate return to productive society. Similar events have been held in 2012, 2014 and 2019 using Pier Road Car Park with no problems or issues being experienced.
The organisers have approached Infrastructure, Housing and Environment to again request permission to use floors 11 and 12 of Pier Road Car Park on the evenings of Friday 20 November overnight to the morning of Saturday 21 November and Saturday 21 and the morning of Sunday 22 November 2020 to stage this event. The reason for holding this over two consecutive evenings is to provide for lower numbers on each session allowing for social distancing and Covid19 precautionary measures. The organisers have put in place an appropriate insurance cover, a copy of the policy will be presented to IHE prior to the event happening. They have also completed a risk assessment for the event in conjunction with the States of Jersey Fire and Rescue Service and a copy will be presented to the Minister for Infrastructure upon the signing of this Decision Summary.
The organisers will be responsible for cleaning any rubbish left after the event and for returning the area used in a clean and useable condition.
A permit for this event has still to be obtained from the Bailiff’s Panel and this being granted would be a condition for the event to go ahead.
It is proposed that floors 11 and 12 be closed between 5 pm on Friday 20 November and 12 noon Sunday 22 November 2020.
The Minister for Infrastructure can give permission for this event under Article 3 (c) of the Road Traffic (Public Parking Places) (Jersey) Order 2006. The Road Traffic (Public Parking Places) (Jersey) Order 2006 is administered by Infrastructure, Housing and Environment.
Discussion
Officers support permission being given to hold the Charity Sleepover on floors 11 and 12 of Pier Road Car Park on the evenings of Friday 20 and Saturday 21 November 2020 subject to the Bailiff’s Panel granting permission for the event. As the event is planned to be held over two evenings this year and the floors requested are not used during the evenings it is not expected to result in any loss of parking revenue.
Recommendations
The Minister is recommended to approve granting permission for the use of floors 11 and 12 of Pier Road Car Park for the holding of the Charity sleepover and to instruct Officers to produce the necessary signage and to advise the public using local media.
