Health and Social Services: Funding - allocation of additional £1,758,000

A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

Subject:

Health and Social Services Department (HSSD) funding for 2012 for service improvement and addressing shortfalls in service delivery in Intermediate Care.

Decision(s):

The Minister approved:

  • The allocation of additional funding of £1,758,000 for Health and Social Services Department (HSSD) for 2012 to be funded from one-off funding within the Central Reserve, and
  • An increase to approved FTE for HSSD of 23 from May 2012.

Reason(s) for Decision:  

The Minister has worked closely with the Minister for Health and Social Services, and supports HSSD’s plans for service redesign and improvement and the associated funding requirements. In particular, the Minister recognises the need for additional funding to be made available in 2012 in order for HSSD to prioritise the service improvement in Intermediate Care, introduce the required resources and deliver benefits.

 

Article 2(6) of the Public Finances (Transitional Arrangements) (Jersey) Order 2011 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.

 

P67/1999 charges the Minister for Treasury and Resources to regulate the number of persons that may be employed by the States.

Resource Implications:

The Health and Social Services Department revenue head of expenditure will increase by £1,758,000 and the one-off funding in the Central Reserve held by Treasury and Resources will decrease by an identical amount.  2013 expenditure of £5,024,000 will be included in the funding allocated to HSSD in the Medium Term Financial Plan.

 

Action required:

Head of Decision Support to notify the Director of System Redesign and Delivery, HSSD and the Head of Financial Management, Accounting and Reporting that this decision has been approved.
