Purpose of the Report
To provide the public with factual information on fish movements and behaviour to enableassist in the debate on marine parks and Marine Protected areas to occur on a basis of real knowledge..
To ensure the necessary legislative framework to control oyster herpes virus,
OsHV-μvar1, continues to have effect.
Background
In September 2010 Fisheries Officers recovered a set ofsome electronic listening devices that had been recording the movements of ten fish fitted with acoustic transmitters'pingers'. The results thatt we had from this work were obtained gave an excellent picture of movement patterns for the species chosen that exceeded expectations significantlyand far better than we ever expected. This data will assistey will help us in providing the public with information on fish movements for use into assist in the debate on the location and size of any planned marine parks and Marine ProtectedMarine areasProtected areas.
However it was only 10 fish that were tagged in a small discrete area.
The Community Provision (Mortality in Oysters) (Jersey) Regulations 2010 will expire on 1st January 2011. The EU Commission are likely to extend the effective date of their Regulations beyond the original date of 1 January 2011.
Discussion
To provide a useful basis for discussionWe would like to expand this study needs to be expanded to encompass a wider range of species in a wide spatial arena.and Bbecause it provides useful new datal information to other fishery/MPA managers in Europe we understand that this work would be eligible for funding from certain fundingresearch organisations (not EU funding) .) that specifically assist Crown dependencies and OK Offshore Territories.
The sums available are substantial and certainly sufficient for a project of this type.
Funding can and often is obtained from more than one funding source and the Environment Department would be a partner in the research project.
The funding, if obtained, could be used for both equipment and manpower provision. The research staffMy colleague who hass already assisted in provision of the initial set of apparatus believes that such a project is very suitable for the funding streams that exist. Durrell already uses these typetypes of funds.
The Community Provision (Mortality in Oysters) (Jersey) Regulations 2010 provide the legal framework to administer and enforce Commission Regulation 175/2010 which applied until 31 December 2010. The Commission are now very likely to extend the duration of the Regulation beyond 31 December 2010.
Conclusion
If there are no political obstacles to obtaining outside funding the next step would involve applications to funding trusts (e.g. Darwin Initiative).To ensure Jersey’s continued compliance with the EU legislation controlling this emerging disease of oysters it is necessary that The Community Provision (Mortality in Oysters) (Jersey) Regulations 2010 remains in force until it is repealed or replaced by other legislation.
Recommendation
The Assistant Minister is recommended to approve that applications be made to potential funding trusts.To lodge the amending Regulation au Greffe
