A formal published “Ministerial Decision” is required as a record of the decision of a Minister (or an Assistant Minister where they have delegated authority) as they exercise their responsibilities and powers.

Ministers are elected by the States Assembly and have legal responsibilities and powers as “corporation sole” under the States of Jersey Law 2005 by virtue of their office and in their areas of responsibility, including entering into agreements, and under any legislation conferring on them powers.

An accurate record of “Ministerial Decisions” is vital to effective governance, including:

  • demonstrating that good governance, and clear lines of accountability and authority, are in place around decisions-making – including the reasons and basis on which a decision is made, and the action required to implement a decision

  • providing a record of decisions and actions that will be available for examination by States Members, and Panels and Committees of the States Assembly; the public, organisations, and the media; and as a historical record and point of reference for the conduct of public affairs

Ministers are individually accountable to the States Assembly, including for the actions of the departments and agencies which discharge their responsibilities.

The Freedom of Information Law (Jersey) Law 2011 is used as a guide when determining what information is be published. While there is a presumption toward publication to support of transparency and accountability, detailed information may not be published if, for example, it would constitute a breach of data protection, or disclosure would prejudice commercial interest.

   The farm buildings retain their historic form and detail, and so make a significant and positive contribution to the architectural and historical character and appearance of Jersey;

   The farm buildings have historic interest in that  they illustrate a significant aspect of Jersey’s social history, and have group value with the hospital complex.

This report has been prepared by Jersey Heritage as part of its responsibility under a Service Level Agreement to provide reports and recommendations to the Minister for Planning and Environment on the architectural, historical and archaeological significance of buildings and sites.

 

The assessment and recommendation are made in accordance with the principles of selection for registration as set out in the interim policies for the conservation of historic buildings (1998). The report includes the views and advice offered by the Ministerial Registration and Listing Advisory Group.

 

The Planning and Environment Department requested in April 2008 that Jersey Heritage assess the architectural, historical and other interests of St Saviour’s Hospital.

Historic interest

 

The 19th century structures were formerly part of Queen’s Farm, which became an integral part of St Saviour’s Hospital when it opened in 1868. Victorian asylums were designed to be virtually self-sufficient communities and patients were expected to work on the asylum farm to help support this community. The asylum farm was considered both beneficial as a source of occupation for the patients and as a practical benefit to the asylum diet and economy.

 

Architectural interest

 

Group of farm outbuildings comprising a mid-19th century cow stable and shed, and a 1930s cow stable. The 19th century buildings are of rubble granite with brick dressing and slate roofs. The 1930s stable is of rubble granite with ashlar granite quoins and dressings to openings. Other parts of the farm site - including the farmhouse - have been demolished or redeveloped.

 

Scenic interest / group value

 

The farm buildings have group value and an important contextual association with the adjacent hospital.   

 

Advice offered by MRLAG (and others if stated)

 

MRLAG discussed the hospital at its meeting on 6 May 2008. Members noted the interest of the site but requested further information on the history of the hospital and the relationship of other parts of the site - in particular the farm buildings.

 

MRLAG continued discussion at its meeting on 9 June. Members noted the further research provided and unanimously agreed with the JH recommendation to list St Saviour’s Hospital as an SSI (see separate report). It was acknowledged that the SSI could not include the former farm, given the modern buildings that now stand between the farm and the main hospital, and that the farm itself has been partially demolished and altered. However, members were unanimous that the remaining farm buildings should be protected and registered separately as a BLI - in particular as the farm played an important role in the history and operation of the hospital.  

 

Jersey Heritage recommendation

 

St Saviour’s Hospital Farm should be added to the Register as a BLI.

 

Justification relating to criteria

 

Registration of St Saviour’s Hospital Farm as a BLI is in accordance with the published policy guidance as follows:

 

·        The farm buildings retain their historic form and detail, and so makes a significant and positive contribution to the architectural and historical character and appearance of Jersey;

 

  The farm buildings have historic interest in that they illustrate a significant aspect of Jersey’s social history, and have group value with the hospital complex.
