Introduction
The purpose of this report is to seek the Minister’s approval for a capital budget transfer of £43,749 from the Home Affairs Department’s Minor Capital head of expenditure to a Health and Social Services Department’s capital head of expenditure for the Jersey Fire and Rescue Service’s contribution towards the proposed mobilising upgrade to the Fire and Ambulance Combined Control Centre.
Background
The Chief Fire Officer has provided a briefing note to advise the Chief Officer of the proposed mobilising upgrade to the Fire and Ambulance Combined Control Centre and to request additional funding to support an upgrade of fire mobilising software. The briefing note is attached at Appendix A.
The Chief Officer has approved the additional funding and, as the project will be managed by the Health and Social Services Department, a budget transfer is required to fund the Jersey Fire and Rescue Service’s contribution towards the project.
The amount of the transfer includes a ten percent contingency which, if not required for the project, will be offset against future revenue costs.
The recurring annual revenue costs of £7,735 will be met from within the Home Affairs Department revenue head of expenditure.
Reason for Decision
Jersey Fire and Rescue Service’s contribution towards the proposed mobilising upgrade to the Fire and Ambulance Combined Control Centre.
Article 2(6) of the Public Finances (Transitional Arrangements) (Jersey) Order 2011 states that all or any part of the amount appropriated by a head of expenditure may, with the approval of the Minister for Treasury and Resources, be used for the purposes of another head of expenditure.
Delegation 1.3 delegates authority for non-contentious transfers between expenditure heads of up to £1,000,000 to the Treasurer of the States.
Resource Implications
The Home Affairs Department Minor Capital head of expenditure to decrease £43,749 and a Health and Social Services capital head of expenditure to increase by an identical amount. This decision does not change the total amount of expenditure approved by the States.
Recommendation
It is recommended that the Minister:
(i) approves a capital budget transfer of £43,749 from the Home Affairs Department’s Minor Capital head of expenditure to a Health and Social Services Department’s capital head of expenditure for the Jersey Fire and Rescue Service’s contribution towards the proposed mobilising upgrade to the Fire and Ambulance Combined Control Centre;
(ii) seeks the approval of the Treasurer of the States in accordance with Financial Direction 3.6 – Variations to Heads of Expenditure (Treasurer’s Delegation).
