Field 789, Les Landes School, St Ouen – Proposed Nine Year Lease from St George’s Church

Background
Field 789 adjoining Les Landes Primary School is leased by the Public from St George’s Church for educational use ancillary to the school (see attached location plan and aerial view).
A formal nine year lease was in place for the period October 1993 to October 2002, but arrangements between the two parties for a new lease have been delayed since then. The commencing rental for that lease was £135 pa. The rental budget presently sits with the School/Education, Sport and Culture.
The field has an area of 34 perche and 18 pieds, and is laid out as a nature garden and other learning facilities.
Present position
A new nine year lease has now been agreed with the Church, which will be deemed to commence on 31 October 2010.
The proposed commencing rental is £175 pa, with three yearly market reviews. Jersey Property Holdings considers this rental to be fair and proper for the field, taking into consideration its area and other factors.
Presently, St George’s Church is awaiting the appointment of a new Rector, and therefore the lease will be in the name of The Dean, The Very Reverend Robert Key, as the Ministre Desservant of St George’s Church, and Messrs François A le Maistre and Peter H Bracegirdle, Churchwardens.
Recommendation
It is recommended that the Public enter into a nine year lease with St George’s Church (in the name of The Dean, The Very Reverend Robert Key, as the Ministre Desservant of St George’s Church, and Messrs François A le Maistre and Peter H Bracegirdle, Churchwardens) of Field 789, St Ouen, the commencing rental being £175 pa subject to three yearly rent reviews, and with each party to meet its own costs.
